U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

European new car sales drop nearly 8% in first half of 2019

PARIS — European car sales dropped 7.9% in June, led by bigger declines for Nissan, Volvo and Fiat Chrysler (FCA), according to industry data published on Wednesday. Registrations fell to 1.49 million cars last month from 1.62 million a year earlier across the European Union and EFTA countries, the Brussels-based Association of European Carmakers said in a statement. Calendar effects resulted in two fewer sales days in most markets, accentuating the decline. Registrations for the first half closed 3.1% lower, ACEA said. For European carmakers, weakening demand at home compounds the pressure from a sharper contraction in China and emerging markets that may yet bring more profit warnings. NissanÂ’s aging model lineup contributed to a 26.6% June sales slump while Volvo Cars, owned by ChinaÂ’s Geely, saw deliveries tumble 21.7%. Registrations also fell 13.5% last month at FCA, 10.1% at BMW, 9.6% at Volkswagen Group and 8.2% for both Mercedes parent Daimler and FranceÂ’s PSA Group. Volvo prices its entry-level 2025 EX30 EV

Volvo announced Tuesday that it kept its promise to launch its new entry-level 2025 EX30 EV with an MSRP of $34,950 ($36,245 after Volvo's now-$1,295 destination fee). On top of that, we now have full pricing for the EX30 range, from the Core on up to the twin-motor Ultra. Just how reasonably priced is this new premium compact electric crossover? Well, every trim's MSRP starts below the current average transaction price for a new vehicle in the United States — and note we didn't say "electric" there.  The EX30 is offered in two powertrain variants, each with its own trim structure. The Single Motor Extended Range is offered in Core, Plus and Ultra trims. Meanwhile, the Twin Motor Performance is offered in just two: Plus and Ultra. The configuration names give it away, but if frugality is your game, the 275-mile Single Motor Extended Range is for you; if you want to hit 60 in just 3.4 seconds at the expense of range, then the Twin Motor Performance is what you're after. It'll cost you, of course; the jump from a Single Motor Core to a Twin Motor Plus is $9,950 — one heck of an upcharge for all-wheel drive — but remember: The two-wheel drive model is no penalty box. The single-motor EX30 is rear-wheel drive, not front. Hey, as Korzeniewski notes, they're still charging less to import an EX30 from overseas than Ford charges to ship an F-150 from Michigan, so we can't get too bent out of shape. Presumably the assembled-in-China EX30 does not qualify for the federal tax credit.
