2023 Volvo XC40 and XC40 Recharge Review: Gas or electric? You can’t go wrong

Pros: Cute and functional design; efficient powertrains; a good overall value Cons: Recycled materials can feel cheap; Recharge has average EV range; doesn’t qualify for federal EV tax credit The 2023 Volvo XC40 is arguably the most visually attractive subcompact luxury SUV out there. ItÂ’s boxy, proportioned well and features the trademark Swedish design we love. Volvo prodded this yearÂ’s XC40 with a number of updates, and now the previously ho-hum powertrains are a little nicer to live with (if hardly zesty in their performance). Of course, you can bypass them altogether with the all-electric XC40 Recharge that shares its design, interior features and utility with the gas model, but really amps up the fun with sprightly acceleration and better handling. Oh, and of course, doesnÂ’t require stops at the gas station or emit CO2. While the XC40 isnÂ’t the biggest in the segment, itÂ’s not the smallest either. This, plus its utilitarian proportions make it more useful than it may look on the outside. Fans of Google tech will enjoy the Google-based infotainment system, but you can still use Apple CarPlay for streaming apps from the Apple ecosystem. All told, the XC40 is one of our favorite subcompact luxury SUVs, and indeed, one of the few we recommend. It has the size, style and quality that justifies its higher price over various non-luxury entries. Plus, the gasoline versions, particularly the upgraded B5, provide stronger value than its various competitors. The XC40 lineup, including the XC40 Recharge, get a mild refresh for 2023. Small styling changes include a new front bumper, frameless grille and “pixel” LED headlight technology. New colors and wheels come into the fold, too. Both of the gasoline-powered XC40s gain 48-volt mild-hybrid systems to aid efficiency. Inside, Volvo adds non-leather upholstery to the Recharge, and all models adopt the Google-based infotainment system that was previously a Recharge exclusive. Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

Sunday Drive: Taking a gaze into the automotive crystal ball

Mankind has long been fascinated by the future. So it makes sense that this past week's top stories were all about cars, trucks, and SUVs that won't be hitting the market until the 2019 model year. And right at the top of the list is the Ram 1500. We've come to know Ram as the truck maker that styles its pickups with cues cribbed from big rigs, but that look has slowly evolved over time into something uniquely its own. The next Ram 1500 continues this trend, with a newly refined look that we can't wait to see in person. Up next is the 2019 Chevy Silverado. Pickup trucks have been, continue to be, and will remain the best-selling vehicles in America. And General Motors is a leader in the field, with two distinct offerings with which to entice buyers, one from the bread-and-butter Chevrolet brand and one wearing the slightly more upscale GMC badge. The Chevy looks to get LED lighting elements for 2019, which ought to keep the truck from looking dated when compared to the Ford F-150 and the previously mentioned Ram 1500. From there we move past pickup trucks and into SUVs and sedans. The 2019 Jeep Cherokee looks to get toned down a bit with its next refresh, and the '19 BMW 3 Series continues its slow evolutionary journey at the top of its aspirational sales pedestal. Finally, spy shots give way to official production reveals for the 2019 Audi A7 and Polestar 1. This pair of European luxury cars won't compete with one another – one is a rakish hatchback and the other a sports coupe – any further than for the eyeballs of our readers, but both proved popular enough to merit inclusion in our weekly roundup.
