U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Junkyard Gem: 1987 Volvo 760 GLE Sedan

When Volvo finally created a replacement for the iconic 200 Series (which first appeared here as 1975 models but were virtually identical to their 140 predecessors from the A pillar back), that car was the 700 Series. As it turned out, the 240 was so beloved that it ended up outlasting its supposed successor in the showrooms, but the 740, 760 and 780 earned respectable sales worldwide. The first of the 700s to arrive in the United States were 760 sedans and wagons, with sales beginning in the 1983 model year and the cheaper 740 showing up for 1984. We saw a 760 Turbo sedan in a Colorado car graveyard last year, and now here's a naturally-aspirated 760 sedan in a Northern California yard. The middle digit in Volvo model names represented the number of engine cylinders in earlier years, so you knew a 164 would have a straight-six under its hood, while a 264 boasted a V6. That rule got bent with the 700, so the 740 Turbo had a four-cylinder (presumably, turbocharging made up for the missing two pistons).  In this case, though, there really are six cylinders present. This is a 2.8-liter version of the PRV V6 engine, which was developed jointly by Peugeot, Renault and Volvo and used to power an incredible variety of European vehicles plus a handful from Detroit. PRVs went into the DeLorean DMC-12, the Volvo 262C Bertone Coupe, the Alpine A310, the Citroen XM and the Eagle Premier/Dodge Monaco. Because the PRV design began as a V8 (that, sadly, never went into production), it has a V8-style 90° cylinder-bank angle. This one was rated at 145 horsepower and 173 pound-feet. There was a version of the 760 available with a straight-six engine as well: the 760 Turbodiesel, which used a Volkswagen-sourced 2.4-liter oil-burner making 106 horsepower and 140 pound-feet. 1986 was the last model year for that car in the United States. There was no manual transmission available in the 760 by 1987, so this car has the four-speed automatic. The MSRP for this car was $28,290, or about $78,304 in 2023 dollars. Volvo Cars sees flat or lower retail sales this year

STOCKHOLM — Volvo Cars flagged a potential dip in retail sales this year after posting higher second-quarter profits. Supply problems, above all a global shortage of semiconductors, have squeezed output and retail sales in recent quarters, but Volvo said it was seeing a "marked improvement" in the stabilization of its supply chain. The Sweden-based carmaker said on Wednesday it expected full year retail deliveries to be lower or on par with 2021, while wholesale volumes will increase. "However, due to the time lag between production and retail deliveries, those improvements are not expected to result in an increase in retail sales during the calendar year," the company said. Volvo Chief Executive Jim Rowan said the company would "keep an eye on" consumer sentiment, not least due to higher inflation. "But right now demand is very strong," he said. Volvo's quarterly operating profit rose to 10.8 billion Swedish crowns ($1.06 billion) from 4.8 billion a year ago as accounting effects from the listing of high-performance automaker Polestar gave a boost. Operating earnings for the core business at Volvo Cars, majority owned by China's Geely Holding, reached 4.6 billion in the quarter. "Volvo reported a solid set of Q2 results in the light of multiple hurdles including semiconductor constraints and impact of Chinese lockdowns on demand," investment bank JPMorgan said in a note. Volvo has been a strong performer in recent years and recorded 2021 earnings that surpassed pre-pandemic levels.
