Recharge Wrap-up: Tesla details factory expansion; Ford and SunPower raise money for Sierra Club

Tesla has revealed the details of the upgrade of its Fremont, CA factory. One major change is the addition of a dedicated production space for the dual-motor P85D version of the Model S. Robots will be doing the battery installation on the Model S to save some time, and new export docks allow Tesla to get the cars out the door and on the way to their new owners more quickly. The new robots that move the cars around the factory have been named after X-Men characters, which makes our inner geeks smile. Of the 1,424 lottery winners, only about 30 percent went on to register an electric car despite a two-month extension of the deadline to do so. Buyers are likely discouraged by the lack of charging infrastructure, which the city hopes to ameliorate with the addition of 1,000 new charging stations by the end of the year, and by requiring new and renovated developments to set aside parking specifically for EV charging. Read more at Green Car Reports. The UC Davis Institute of Transportation Studies suggests that laws designed to protect dealers and consumers are stymieing the adoption of EVs. Laws like the ones certain states have in place that block or otherwise restrict Tesla's direct-to-consumer business model are not helpful for companies that want to introduce new products to the market. They prevent companies from passing on savings to customers for whom they would likely make the difference in a purchasing decision. One possible solution would be to allow exemptions to certain selling restrictions for a certain number of vehicles sold. "This could give automakers the degree of control needed to work out kinks with early customers, develop scalable processes for supporting PEVs, and ensure that effective dealer performance standards are in place before handing the reins over to wholly independent retailers," according to UC Davis ITS. Read more at the UC Davis website. Volkswagen says its environmental program, called "Think Blue. Factory," is meeting the automaker's own sustainability targets. The main purpose of the program is to move toward eco-friendlier carmaking at each of its plants worldwide.

VW orders external probe into diesel emission scandal

There are well over 480,000 Volkswagen-made, diesel-powered vehicles currently traveling roads in the United States that do not meet the Environmental Protection Agency's emissions requirements. This, as you can probably imagine, is a very big deal, and has led VW CEO Professor Doctor Martin Winterkorn to release an official statement on the matter. "I personally am deeply sorry that we have broken the trust of our customers and the public," he said. It's important to note that these vehicles run software with a so-called "defeat device" that kicks in when the on-board computer senses that it is being tested for emissions. When the car is operating normally – in other words, when its exhaust isn't being sniffed – the cars do not meet US emissions standards. According to the EPA and the California Air Resources Board, affected cars emit as much as 40 times the allowable level of certain pollutants. "We will cooperate fully with the responsible agencies, with transparency and urgency, to clearly, openly, and completely establish all of the facts of this case," according to Winterkorn, who added, "Volkswagen has ordered an external investigation of this matter." It's not yet known who will carry out this investigation. At present, there are still a number of 2015 Volkswagen models on dealer lots that do not meet emissions requirements. VW has issued a stop sale on vehicles equipped with the 2.0-liter TDI diesel engine. What's more, the German automaker has been barred from selling 2016 model-year vehicles that use this engine, according to The Detroit News. Last year, diesel vehicles made up about 22 percent of all VW sales, which means these restrictions will have a big impact on the brand's sales performance until a remedy is found and the vehicles are approved for sale. Interestingly, the EPA has started a campaign of sorts to test vehicles from other automakers that sell diesel-powered vehicles in the United States to make sure they comply with emissions requirements under all operating circumstances. The EPA says it "will be reviewing [its] compliance protocols and introducing ways in which [it] can effectively test not only for emissions performance but also for the potential presence of defeat devices," according to a statement provided to The Detroit News. Volkswagen scores dominant 1-2-3 finish at Monte Carlo Rally

Racing calendars change from year to year, but most series have that one race they just couldn't do without: the Monaco Grand Prix for F1, Le Mans for endurance racing, Dakar for rally raid, the Indianapolis 500 for Indy, the Daytona 500 for NASCAR... and for the World Rally Championship, it's the Monte Carlo Rally. Winning the Monte brings with it its own measure of bragging rights, but locking out the podium is another story altogether. And that's just what Volkswagen did this weekend on the Cote d'Azur. The hard-fought season-opener saw nine-time world champion (and seven-time Monte Carlo Rally winner) Sebastien Loeb return with Citroen, but ultimately it was the VW team that won – and won big, taking a commanding 1-2-3 finish. Sebastien Ogier (with Julien Ingrassia) finished first, followed by Jari-Matti Latvala (with Miika Anttila) in second and Andreas Mikkelsen (with Ola Floene) in third, all of them in the Volkswagen Polo R WRC that was just updated in time for the start of the season. The rally passed right through the Forest Saint Julien where Ogier was born, and at the end of it all, Mikkelsen walked little more than 50 steps from the Volkswagen garage to his condo at Quai Antoine 1er in Monte Carlo. It was only the second time VW has locked out the podium since hitting the scene two years ago, following the German team's 1-2-3 finish in Australia last season en route to its second consecutive world championship. This also marked the second year in a row that Ogier and VW have won the Monte, after narrowly losing out to Loeb in '03. The achievement in Monaco this weekend made VW only the fifth manufacturer to take the top three spots in the Monegasque capital: Renault-Alpine became the first in 1973, followed by Lancia (with the Stratos) in '76 and then again (with the Delta Integrale) in '89, Audi sandwiched between in '84 and Citroen with the "dream team" of Loeb, Colin McRae and Carlos Sainz in 2003. (Peugeot achieved the same in 2009, but that was when the Monte Carlo Rally had left the WRC and was run as part of the less prominent and lower-spec Intercontinental Rally Challenge.)
