California orders VW Group to fix 15,000 3.0L diesel vehicles

The California Air Resources Board has ordered Volkswagen to come up with a plan for repairing approximately 15,000 cars sold in the state that contain illegal software that may circumvent emissions testing. In a letter sent to Volkswagen Group of America and several company brands, CARB's chief emissions officer says the company has 45 business days to submit a recall plan that will fix affected Volkswagen, Audi, and Porsche models equipped with 3.0-liter diesel engines sold in the state since 2009. "We expect full cooperation in this investigation so this issue can be addressed expeditiously and appropriately," wrote Annette Herbert, chief of emissions compliance. The violations first surfaced in a meeting last week between California regulatory officials and Audi executives. In that meeting, Audi admitted certain versions of A6, A7, A8, Q5 and Q7 models contained three previously undisclosed auxiliary emissions control devices. An auxiliary device is not necessarily the same as a defeat device that intentionally cheats on emissions testing, but Audi and other affected brands hadn't disclosed the existence of the AECDs, which is a violation of the state's health and safety code. Had they been disclosed prior to vehicle certification, there's a possibility CARB may have approved use of the devices. In a statement Wednesday, CARB did not elaborate on whether it considered the three devices mere AECDs or defeat devices. When Volkswagen submits its plan to fix the cars, CARB says it must include an assessment of how the repairs will affect fuel economy, performance, drivability, and the safety of each vehicle. The 15,000 cars affected in California are part of roughly 85,000 nationwide which contain the affected 3.0-liter engines. The US Environmental Protection Agency may soon address how it expects Volkswagen to fix the remaining cars. "EPA and CARB are working closely and continue to investigate following the admission by Volkswagen that the issues EPA identified in the November 2nd NOV (Notice of Violations) extend to all 3.0-liter diesel Volkswagen, Audi, and Porsche vehicles," an agency spokesperson said in a statement Wednesday. "EPA will take all appropriate enforcement action." The 3.0-liter developments, of course, come on top of the company's September admission that 482,000 diesels equipped with 2.0-liter engines contain defeat devices that detect emissions testing and alter the cars' performance.

Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. Audi considers a rugged SUV — maybe on the Scout platform

Audi engineers are formulating plans to possibly build a “super saloon” luxury off-roader SUV in 2027, It would compete in a segment that now includes the Land Rover Defender and Mercedes-Benz G-Class, according to a report in BritainÂ’s Autocar. According to Audi designer Marc Lichte, quoted in the story, the platform for the new model could be borrowed from the Volkswagen GroupÂ’s recently announced sister brand, Scout Motors, which is currently developing electric-powered concepts and prototypes. While Audi has developed a PPE (Premium Platform Electric) architecture for its base EV lineup, that would be replaced in the planned model with ScoutÂ’s ladder chassis to provide the steep departure angles and ground clearance needed to negotiate tough terrain, as well as with the latest generation of AudiÂ’s Quattro four-wheel-drive technology, Autocar reports. Audi is well into development of its Activesphere project, an enticing design blend of coupe and hatchback. The Activesphere uses PPE, co-developed by Audi and Porsche, and will appear in a production Audi product by the end of this year. Audi says. Beyond that, “I think there is space" for a rugged SUV in AudiÂ’s passenger car lineup,  Lichte said. “There is potential because there are only two premium players” in this particular segment" (Mercedes-Benz and Land Rover) “and I think there is a space for a third one.” The upscale Defender was by far Land RoverÂ’s best-selling car last year, with 66,805 sold, and the G-Class set a new sales record the previous year with 41,174 moved worldwide. Audi obviously would like to capitalize on this popularity of the rugged 4x4 segment. The proposed competitor, said Lichte, “will not look like a G-Class and it will not look like a Defender, I can promise you. It will be something else."
