Weekly Recap: Mercedes, Volkswagen spend big as import automakers invest in North America

Import automakers are on a building frenzy in North America as resurgent car sales have prompted companies to expand their manufacturing footprints to meet rising demand. That was evidenced this week when Mercedes-Benz announced plans to build a $500-million factory to produce the Sprinter commercial van, and Volkswagen confirmed a whopping $1-billion investment to expand its massive plant in Mexico. Meanwhile Jaguar Land Rover reportedly wants to build a factory in North America, but not for at least three years, and Hyundai is said to be expanding in the southern United States. The common thread in all of this expansion? Trucks, time and money. Mercedes wants to capitalize on the burgeoning work van segment in the United States and will break ground in 2016 on a 200-acre site in Charleston, SC, to build the next-generation Sprinter. The site will have a paint shop, body shop and an assembly line, and 1,300 people will be employed when production ramps up. Why do this, when Mercedes has immense van operations in Germany? It's cheaper to build in the US for the US market. Building locally allows Mercedes to avoid import taxes, forego a complex shipping process that involves partially disassembling German-built Sprinters and naturally, reduces the time it takes to deliver finished trucks to their buyers. "This plant is key to our future growth in the very dynamic North American van market," Volker Mornhinweg, head of Mercedes-Benz Vans, said in a statement. He was speaking about Mercedes and vans, but another German automotive giant, Volkswagen, had similar motives for its mammoth expansion plans in Puebla, Mexico. The added space and production capacity will allow VW to build a three-row version of the Tiguan, and provide another crossover for its US lineup that's light on SUVs. The current Tiguan has two rows. The factory will be able to churn out 500 units daily of the larger variant, and they will be sold in North and South America. It will arrive in the US in mid-2017, a spokesman told Autoblog. VW also plans to build another crossover, a midsize seven-passenger vehicle, at its growing Chattanooga, TN, site. "Localization has become key to safeguarding our competitive position on the global market, and manufacturing the Tiguan in Mexico will bring production closer to the US market," Michael Horn, CEO of Volkswagen Group of America, said in a statement.

Texas sues VW over consumer protection, clean air violations

Texas has filed two suits against Volkswagen, charging that the automaker's emissions rigging violated state consumer protection laws and clean air standards. The lawsuit is part of a probe into the German automaker's diesel scandal being undertaken by 45 states and the District of Columbia. There are also over 250 class action suits that have been filed in US federal courts. Texas Attorney General Ken Paxton said Thursday that his state would seek restitution for consumers, and an injunction and civil penalties to prohibit future violations. Paxton, who himself has been indicted for securities fraud, said in a statement, "When companies willfully violate the public's trust, a penalty must be paid." Paxton said Texans purchased around 32,000 affected vehicles. There are about 49 authorized VW dealerships statewide. The Texas suit is asking for pollution fines of somewhere between $50 and $25,000 per vehicle (quite a spread, we know) for each day the vehicles were in use in the state. Volkswagen admitted in the middle of September that it installed devices designed to defeat government emissions tests on many Volkswagen and Audi diesel cars dating to model year 2009. Globally, 11 million VW group vehicles are affected. The automaker declined to comment to Bloomberg on the Texas lawsuit. Last month, Harris County, which includes Houston, filed a multimillion dollar lawsuit against VW, alleging the automaker contributed to air quality problems. VW modular platform strategy goes all-in on EVs

The Volkswagen Group has already revealed or put on sale a broad slate of new electric vehicles: the E-up, the E-Golf (shown above), the Porsche 918 Spyder, the Panamera S E-Hybrid and the XL1. In 2014, there will be at least six more models, including the A3 Sportback E-Tron. And after that? Well, to hear Rudolf Krebs, Group Commissioner For Electric Vehicle Drive Systems, tell it, VW's future is full of plug-in goodness. "With our platform strategy, it is quite easy to bring a lot of electrified vehicles to the market for the different brands in a very short time," he said. "We try, with a minimum of those components, to produce a maximum number of variants of cars" That strategy starts with three platforms: MQB for small cars, MLB for midsize models and MSB for sporty and premium products (there's also the NSF for cars like the E-up). Speaking to AutoblogGreen, Krebs said VW has designed modules, things like engines and electric components (think: AC compressor, on-board chargers and battery management systems), to be used across all three platforms and across all brands all. "We try, with a minimum of those components, to produce a maximum number of variants of cars," he said. "This is only possible if, at an early stage of the design of new vehicles, we implement the idea that these cars are not only designed for gasoline and diesel powertrains but that we can also include CNG concepts, flex-fuel concepts, pure electric vehicles or plug-in hybrid vehicles. With minor changes in the body in white, we can produce those vehicles, bumper-to-bumper, in one factory." "VW wants to be the leader in the electrification of vehicles" In this way, customers can choose the powertrain that they want, or whatever powertrain their local regulations demand. Politicians have already put a lot of pressure on the automotive industry, with ever-stricter CO2 regulations coming into effect in all of the major markets. In the US, the fuel economy regulation numbers require the equivalent of 101 grams of CO2 emissions per kilometer by 2025. Europe, it's 95 grams by 2020. And China, which is asking for 118 grams by 2020, will be a tough scenario, Krebs said. Today, by optimizing conventional technologies and supporting things like CNG and biofuels, more than 300 VW Group models emit less than 120 g/km. A hundred of those are even under 100 g/km. But this is not sufficient, and VW admits that conventional powertrains will not be not enough.
