How the Volkswagen cheating probe developed

Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

2015 VW Golf SportWagen priced from $21,395*

Now known as the Volkswagen Golf SportWagen in the US, the long-roof version of the platform gets larger for its new generation in 2015, but it also sheds up to 137 pounds and cuts some money off the price of some models. The base now begins at $21,395, plus $820 destination on all versions, when they arrive at dealers in April. Volkswagen claims that with all of the extra standard content, buyers actually save $700 compared to the previous-gen Jetta SportWagen, despite its lower $20,995 starting price. The S trim is the least expensive model and comes with a five-speed manual and 1.8-liter turbocharged four-cylinder making 170 horsepower. Paying an extra $1,100 adds a six-speed automatic. The SE for $26,995 gets the auto as standard and also includes a panoramic sunroof, front foglights, push-button start and a rearview camera. The top SEL for $29,345 further features chrome roof rails, navigation, a 12-way power driver's seat and more. In addition to the gas engine, buyers can choose the 2.0-liter TDI with 150 hp and 236 pound-feet of torque, and VW quotes EPA estimates of up to 43 miles per gallon highway fuel economy for it. All of the trims with the oil burner come with a six-speed manual, but a six-speed DSG is a $1,100 extra. The base TDI S trim starts at $24,595, which is nearly $2,000 less than the last-gen Jetta SportWagen with a diesel, and buyers also get standard push-button start and a rearview camera. The SE and SEL trims offer similar upgrades as their gasoline counterparts and ring up for $27,995 and $30,345, respectively. Of course, many buyers want extra tech for their cars, and VW is offering two packages of options for the SE and SEL trims with either engine. One adds collision warning, automatic post-collision braking and front and rear parking sensors for $695. Volkswagen Beetle special edition concepts hit NY [w/poll]

Buying a retro hatchback or convertible like a VW Beetle is nothing if not a fashion statement, and nobody knows that better than Volkswagen itself. Which is likely why the German automaker is bringing four concept versions of the Bug to the New York Auto Show this year. Most intriguing of the quartet – to our eyes at least – is the Beetle R-Line concept, which takes a more performance-oriented approach. It's got 20-inch alloys riding on a wider track, an aero pack including a rear diffuser and spoiler, and black trim that looks great in contrast to the white pearl finish. The interior has been upgraded, as well, with sport buckets, carbon trim and yellow details, and the concept is powered by the 2.0-liter TSI engine with 217 horsepower. The R-Line concept won't be taking the stage alone, however, joined as it will be by the magenta-sprayed Pink Color Edition hatch, the beach-themed Wave and jeans-wearing Denim edition convertibles. Though all are billed strictly as showcars for the time being, VW admits it will be gauging public reaction to all four to determine potentially putting them into production for public consumption.
