Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Volkswagen Group looks to add ridesharing brand to portfolio

Volkswagen is rapidly trying to put the ongoing diesel scandal behind it at the Paris Motor Show with the unveiling of the automaker's electric I.D. Concept. In addition to unveiling the EV, the automaker also announced that it established a yet-to-be-named subsidiary for ridesharing purposes. The new brand will be VW Group's 13th, and will add mobility services to in the form of a carpooling service, similar to that of Uber and Lyft. This will include teaming up with Gett – a cab-hailing startup that operates in roughly 70 cities worldwide, which includes New York City, that was previously known as GetTaxi. Earlier this year, VW invested $300 million in the company. In addition to ridesharing, VW Group claims it is also hard at work on its own shuttle service as the brand aims to become a leader in urban mobility services by 2025. The name of the 13th brand and more information on the subsidiary will be released in November. VW Group also announced plans to give Gett drivers in Moscow, Russia "preferential terms" on a Volkswagen Polo, Volkswagen Jetta, Skoda Octavia, or Skoda Rapid. VW Group's 13th brand sounds similar to Mercedes-Benz's Vision Van Concept, which the automaker would allow consumers to lease and purchase the vehicle, as well as rent its services on a short-term basis. While the Vision Van Concept is a commercial vehicle that has delivery drones on the roof to aid deliveries, VW Group's shuttle service sounds more like autonomous buses to ferry people around. New info on how VW, Porsche, Audi V6 TDI engine cheat works

The German newspaper Bild am Sonntag is reporting that US investigators have found three pieces of software that work in concert to turn off the emissions control equipment in certain diesel models after a set period of time. The engine in question, the 3.0-liter TDI turbodiesel, was found in certain Volkswagen Touareg, Audi Q7, and Porsche Cayenne models – the sale of which was suspended in the US late last year. Since most emissions compliance testing takes around 20 minutes, the software in the three VW Group models shuts off the emissions control equipment after 22 minutes, a straightforward end run around the testing. Remember that the 3.0-liter TDI engines aren't included in the big buyback and recall program announced for the smaller 2.0-liter, four-cylinder TDI engines. The 3.0-liter engines will likely get their own program, but we don't know when to expect it or exactly what it will look like. Last month, California rejected a proposed fix for the larger TDI engines, and VW went back to the drawing board. Since the company is unlikely to create two fixes, one for California and one for the rest of the nation, the company can't really proceed until they figure out a solution California will accept. The EPA hasn't officially commented on the report, and we don't know how Bild am Sonntag came across the information, but we'll be closely watching what emerges after this report. Related Video:
