This month's deals on wheels: 3 cars with incentives, rebates

On television, they come at you rapid-fire: truck deals, car deals, SUV deals. You don't have time to read the fine print, and many sound too good to be true. What follows are three deals that are both good and true. And check out our entire list of incentives and rebates. VOLKSWAGEN JETTA: With Dieselgate winding down and VW's all-new three-row SUV – the Atlas – winding up, Volkswagen is selling sedans with incentives. The Jetta remains VW's bestseller in the US. If you're looking for an immodest deal on modest transportation, you can do worse than a lease on the 2017 Jetta S. THE DETAILS: Purchase at 0.9% APR (no down payment required, available on new 2017 Jetta models financed by Volkswagen Credit, participating dealers only). At that rate, you could save $1,600 over the life of a loan. Offer ends May 1, but given the tepid market interest in sedans, incentives will probably continue through the balance of the model year. NISSAN TITAN CREW CAB: While some buyers will wait for Nissan's recently announced Titan King Cab, and commercial users will grab the regular cab and 8-foot bed, we'll recommend a lightly optioned 4X4 crew cab with standard V8 power, California-penned sheetmetal and a made-in-America footprint. Nissan's full-size pickup is finally a credible competitor in the pickup segment. THE DETAILS: With $3,500 cash back, on top of whatever deal you negotiate, Nissan is effectively reducing the window sticker of a Titan S crew cab by almost 10 percent. MITSUBISHI OUTLANDER: Some cars show up on buyers' radar, some don't. Some aren't anywhere near the radar room. Mitsubishi's Outlander is one of those. But that doesn't diminish its basic attractiveness, especially for young families looking for an affordable three-row SUV with responsive power and competitive features. Add one of the industry's longest warranties and a compelling deal, and you suddenly have reason to track down a Mitsubishi dealer. THE DETAILS: It couldn't be simpler – negotiate your best deal on a 2017 Mitsubishi Outlander, and then receive a $2,000 rebate; on a remaining 2016, it's $3,000. We'd select a fully-equipped GT 3.0S – AWC, which hooks Mitsubishi's V6 to a conventional automatic (vs. a CVT on lower-priced models) and all-wheel drive. Tanner Foust and Scott Speed get VW internships

Tanner Foust and Scott Speed both already have quite impressive motorsport resumes. The former is a rallycross and drifting champ, and the latter counts two years in Formula One with Toro Rosso among his accomplishments. Still, it's never too late for a career change. In a humorous new ad for Volkswagen, the professional racers take on the duties of summer interns at a dealership. The commercial is timed with the kickoff of the 2015 Global Rallycross Championship season in Fort Lauderdale, FL, on May 30 and 31. Speed and Foust are both racing in Beetle GRCs for the Volkswagen Andretti Rallycross team. This year's Bug is even more potent than last year, though. It now packs a 2.0-liter turbocharged four-cylinder engine to produce 553 horsepower and 465 pound-feet of torque, versus the previous 1.6-liter turbo four with to 544 hp and 387 lb-ft. The racer can reportedly hit 60 miles per hour in just two seconds thanks in part to low gearing and all-wheel drive. One of the Andretti team Beetles might look a little different, too. Foust is sticking with his Rockstar Energy Drink sponsorship, but Speed gets an animalistic livery for Shark Week to celebrate the annual event from the Discovery Channel. SCOTT SPEED TO RACE SHARK WEEK THEMED BEETLE GRC IN RED BULL GLOBAL RALLYCROSS SEASON OPENER Scott Speed and Tanner Foust will contest the Red Bull Global Rallycross Championship in Beetle GRCs, starting this weekend in Fort Lauderdale Herndon, VA — The Volkswagen Andretti Rallycross team begins its second full season of racing this weekend in Ft. Lauderdale. The team will again be battling with two Beetle GRC race cars, which debuted in the closing races of 2014. As Volkswagen enters its fourth consecutive year as a presenting sponsor of Discovery Channel's SHARK WEEK, Scott Speed will concurrently begin the Red Bull Global Rallycross season behind the wheel of the No. 41 SHARK WEEK Volkswagen Beetle GRC, wrapped for SHARK WEEK, which begins on July 5th. "My father raced with No. 41 in karts when I was younger so it's pretty special to me," said Speed. "I have only had the option to choose the No. 41 twice in my career and was able to win championships each time. Hopefully it continues to bring me luck in 2015!" New this year, the team has chosen to change the engine specification from the Beetle GRC race cars that ran in 2014.

CARB has 20 days to confirm VW's 3.0-liter TDI emission fix

VW's diesel scandal has been in the headlines since last September, but solving the problem it proving difficult. Volkswagen Group has submitted a proposal to the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) to fix about 85,000 vehicles with the 3.0-liter diesel V6 in the US, Reuters reports. CARB now has 20 business days to test if the plan actually reduces emissions. If accepted, VW could finally begin a recall and end the stop sale on vehicles with these engines. In a statement, CARB pledged to, "respond following a thorough and complete review to make sure the plan addresses the presence of the illegal defeat device and follows the necessary environmental, vehicle and public health and safety regulations." Neither CARB nor the EPA outlined the proposed repairs, but Porsche CEO Oliver Blume already suggested the fix for the engine in the diesel Cayenne. Examples from 2013 and 2014 allegedly need a new catalytic converter and software update, and those from 2015 and 2016 only need the improved code. It's not yet clear whether this procedure would work for all models with the 3.0 TDI. While the EPA issued the notice of violation against VW's 2.0-liter four-cylinder diesel in September, the first one for the 3.0-liter V6 came in early November. By the end of the month, the agency broadened the scope to about 85,000 vehicles, including some examples of the VW Touareg, Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne. The affected companies issued stop sales on new models with the engine. Audi eventually admitted to regulators that it didn't disclose three auxiliary emission control devices in the powerplant's code and promised to develop a software update to fix the problem. CARB gave the automaker 45 business days to submit the proposed solution. If accepted, this repair would allow VW Group to end part of the emissions scandal, but there's no guarantee the regulators consent to this solution. Just a few weeks ago, CARB looked at the automaker's plan to fix the 2.0-liter TDI and rejected it, claiming a lack of detail.
