How the Volkswagen cheating probe developed

Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

VW promises Passat facelift among 2016 changes

Volkswagen has got a whole raft of changes in store for the 2016 model year. Some of those changes are already known, but others are altogether new developments. The biggest news is that the German automaker will roll out a facelifted version of the Passat for 2016. The revised sedan, specific to the North American market, will adopt new sheetmetal, wheels, and lights at both ends. It will also receive a reworked interior with a more premium look and feel and a new instrument panel. It's set to arrive in the fall, with further details to "follow closer to launch." A number of trim-level adjustments are also being applied across the lineup. There'll be a new value-proposition Beetle 1.8T S model, a simplified array of trims for the rest of the Beetle and Tiguan lines, and new Trend and R-Line models for the CC. Lest you think it was finally gone, the Eos cabriolet is also sticking around for another model year in a limited capacity. In addition to these developments, VW is also rolling out a raft of new technologies across a wide variety of models. These include new infotainment features and safety systems, many of which launched on the new Touareg. As we recently reported, there's also a new version of the Jetta GLI, a new 1.4-liter turbo engine for other versions of the Jetta, and a more accessible version of the battery-powered e-Golf as well. Volkswagen Caddy gets the Alltrack treatment for Frankfurt

We've seen Alltrack versions of the VW Golf and Passat. The German automaker's commercial vehicles division has even done a concept version of the Multivan with a similar treatment. And now it's taking that same rugged off-road approach with the Caddy van. The new Caddy Alltrack starts off with the latest, fourth-generation city van revealed earlier this year in Geneva, and beefs it up to replace the previous Cross Caddy. That comes down principally to black trim on the wheel arches, side sills, bumpers, and underbody protection with metallic accents. It also packs unique 17-inch alloys, fog lights, chrome trim on the grille, silver roof rails, a new optional beige metallic paint (pictured), and Alltrack logos galore. The interior has similarly been worked over with unique trim. Though no mention has been made of any suspension upgrades, the Caddy Alltrack can be specified with 4Motion all-wheel drive. Prospective buyers (in markets where VW offers its commercial vehicles line) will also have to choose between passenger and panel van body-styles, and between four diesel and three gasoline engine options. They range in output from 74 to 123 horsepower and come mated to manual or dual-clutch transmissions with five, six, or seven gears.
