US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

VW walks away from Aurora after self-driving startup partners with FCA

BERLIN — Volkswagen has ended its partnership with self-driving car software firm Aurora, two days after the Silicon Valley start-up said it would build autonomous platforms for commercial vehicles with Fiat Chrysler Automobiles. "The activities under our partnership have been concluded," a VW spokesman said in a statement on Tuesday following an earlier Financial Times report on the move which said VW now wanted to work with Ford Motor Co on autonomous driving. Ford's majority-owned subsidiary Argo AI is building an automated "driver" that could compete with Aurora's technology. Aurora said Tuesday "Volkswagen Group has been a wonderful partner to Aurora since the early days of development of the Aurora Driver." The company's statement added that it continues to work "with a growing array of partners." The autonomous vehicle industry is still in its infancy, and alliances and strategies are fluid. Aurora has sought to remain independent and serve a number of would-be autonomous vehicle makers rather than be acquired. Aurora, which said in February it had raised $530 million in new funding, also has partnerships with Hyundai Motor Co and China's Byton to develop and test self-driving systems for automakers, fleet owners and others. After announcing its partnership with Aurora in early 2018, VW last June began discussions with Ford to develop a range of commercial vehicles, later extending the discussions to include electric vehicles and Argo's autonomous driving technology as part of an alliance designed to save billions in costs. VW to unveil diesel-electric Twin-Up! in Tokyo

We've received multiple reports that Volkswagen will be bringing a diesel-electric concept to the 2013 Tokyo Motor Show, set to take place later this month. The car, called the Twin-Up!, is based on the Up! city car, with some sources claiming this is a thinly veiled concept that will eventually enter production.
According to Automotive News Europe, the Twin-Up! will reportedly return 214 miles per gallon on the US cycle by combining an 800-cc, two-cylinder diesel and an electric motor. It will also boast plug-in capabilities, and will be able to cover 30 miles on electric power alone.
Autocar has a more complete picture of the Twin-Up!'s powertrain, though, claiming it's a modified version of the hybrid system found in the Volkswagen XL1. The Twin-Up! will get a more potent, 47-horsepower electric motor to the XL1's 27-hp unit, but will retain that car's 47-hp turbodiesel. The battery pack will also grow, from 5.5 kilowatt hours to 8.6 kWh. Both of these increases are necessary due to the increased weight of the Twin-Up! - it's some 900 pounds heavier than an XL1.
