Volkswagen bringing new Touran minivan to Geneva

Volkswagen is bringing a wealth of new metal to the Geneva Motor Show this year. Unfortunately little if any of it is ever likely to reach American shores. There's the new Passat Alltrack, the Golf GTD Variant and a trifecta of new vans: the facelifted Caddy, the revised Sharan and this, the new Touran. Smaller than the Sharan, the Touran is Germany's top-selling minivan and boasts over 1.9 million units sold to date. It was introduced to the VW passenger van lineup in 2003 and was replaced in 2010 with an all-new model. What you're looking at here is the third-generation Touran, based on VW's ubiquitous new MQB architecture. Most obvious is the new sheet metal that makes it look sharper and more in step with the rest of the German automaker's lineup compared to the model it replaces. But there's more to the new Touran than its skin. It's also nearly five inches longer, with most of that length added in the wheelbase to give it a more commodious cabin that's also been updated with the latest equipment and offers room for up to seven passengers. Despite the larger size, it's a good 136 pounds lighter than the outgoing model, so it promises better performance in both its driving dynamics and its environmental credentials. Prospective customers (in markets where the Touran is sold) will be able to choose from a range of three gasoline and three diesel engines ranging from 108 horsepower up to 187, burning as much as 19 percent less fuel than the outgoing model's lineup thanks to features like stop/start engine management and brake force regeneration. There's even a sporty R Line package to give it a little visual aggression. For better or worse, though, the US market will almost certainly be left out: reached for comment, our source at VW USA pointed out that the Touran and Sharan aren't big enough to fill the shoes left by the Routan - but that the upcoming three-row crossover will. South Korea to file criminal charges against VW exec

South Korea has tossed out Volkswagen's recall plans and is preparing to level criminal charges over its handling of the diesel emissions catastrophe, The Wall Street Journal reports. "Recall plans the company submitted to us earlier this month were insufficient and lacked key information, and thus are unacceptable," the South Korean Ministry of Environment said in a statement obtained by the WSJ. A ministry official hinted at the possibility of criminal charges earlier this month if VW's recall plan wasn't satisfactory, the Yonhap News Agency reports, and now it looks like it will actually follow through. According to the WSJ, South Korea has already ordered VW to recall 125,000 vehicles and slapped the automaker with a $12.3 million fine – one of the many countries to do so – but if it follows through with criminal charges against the company or its employees, it'd be among the earliest to so. Other countries, including the United States, are still exploring the possibility of criminal charges. Charges would likely come against both Audi Volkswagen Korea and its managing director, Johannes Thammer. It's not clear what the actual charge would be, but the WSJ claims Thammer could be facing up to five years in prison and a fine of 30 million won (around $24,700 at today's rates). For its part, VW officials in South Korea maintains that it is "doing its utmost to resolve the emissions issue" and that it plans to "offer further explanation" to authorities regarding its proposal for an emissions and fuel mileage fix in that country.

US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.
