Fallout from Volkswagen's revelation that it engaged in cheating on emissions testing continued Monday, with the company's stock falling more than 15 percent and a Congressional subcommittee announcing an investigation into the German auto giant's conduct. Both the Environmental Protection Agency and California Air Resources Board served Volkswagen with a Notice of Violation on Friday, saying the company intentionally circumvented emissions standards by using "defeat devices." Here's a look back at the agencies' emissions enforcement history and how the charges involving Volkswagen developed. August 1998 – Honda spends $267 million to settle charges it violated the Clean Air Act by disabling "misfire monitoring devices" installed on more than 1.6 million vehicles. Ford spends $7.8 million to settle a charge it violated the Clean Air Act by installing defeat devices on 60,000 Ford Econoline vans. May 2014 – Working with the International Council on Clean Transportation, researchers at West Virginia University find significantly higher in-use emissions from a 2012 Jetta and 2013 Passat and alert the EPA to their findings. November 3, 2014 – Korean automakers Hyundai and Kia agree to pay a $100 million fine for overstating the fuel economy on several of their models by as much as six miles per gallon. In announcing the fine, government officials sought to make an example of the two companies to deter further cheating. VW officials admit the vehicles were designed with a defeat device to "bypass, defeat and render inoperative elements of the vehicle emissions control systems." "This type of conduct quite simply will not be tolerated," said then-Attorney General Eric Holder. "And the Justice Department will never rest or waver in our determination to take action against any company that engages in such activities – whenever and wherever they are uncovered." December 2, 2014 – Following discussions that stemmed from West Virginia University's findings, Volkswagen agrees to initiate a recall of 500,000 cars. The company says a software update will fix the nitrous oxide trap technology and selective catalytic reduction technology causing the cars to miss emissions thresholds. May 6, 2015 – CARB wanted to see whether the software fix implemented by Volkswagen worked. Using portable emissions measurement systems, the regulatory officials found NOx emissions were still significantly higher than expected.

VW will reportedly offer cash to cheated diesel car drivers

If you're feeling burned by Volkswagen's decision to cheat on diesel emissions tests, you might get some compensation for your troubles. Sources for The Truth About Cars understand that VW will launch a "TDI Goodwill Program" that compensates diesel car drivers with cash in the form of prepaid cards. In the US, you'd get both a $500 universal card as well as a VW-only card worth $500 to $750. The automaker isn't confirming details just yet, but it tells the New York Times that it's planning an announcement on Monday. Dealers also tell the newspaper that they're aware of a program in the works, although they don't know the specifics. It may not include the expanded range of cars reportedly tainted by the scandal, though, since VW is denying claims that it cheated with some models. This isn't the only olive branch VW has been offering: it's been handing out deals to existing owners willing to hop into new vehicles, and there are more discounts than usual across the board. However, the goodwill effort would represent the first instance of VW directly compensating drivers who'd previously thought they were getting an eco-friendly machine. This isn't going to make up for years of unnecessary pollution, but it may represent the company's best hope of holding on to customers. 2015 Volkswagen GTI: Clicking, beeping, and trying to stay cool [w/video]

My first car didn't have air conditioning. Well, that's not entirely true. The car had A/C, it just didn't work. Nevertheless, I survived summer after summer of sweating behind the wheel – par for the course in a 15-year-old Mitsubishi with 235,000 miles on the odometer. But it's another thing entirely when that same experience happens in a 2015 Volkswagen GTI after just 7,000 miles of use. That's how Autoblog kicked off summer with the long-term GTI: sweating in plaid seats. The car went to Suburban Volkswagen in Troy, MI, where the technicians told me the air-con just needed a recharge (despite asking them to inspect it further). They recharged it, the air blew cold, and 48 hours later, the A/C stopped working again. (Surprise!) The problem was a leak in the compressor/condenser line, so a new one was installed, the system was charged, and now it's fixed. For real this time. Unfortunately, that second-coming happened during a road trip with editor-in-chief Mike Austin at the helm. His logbook comments are, as you'd expect, appropriately salty. "Everybody loves the GTI, right? Not quite. I drove to Toronto for a weekend. On the way home, the A/C quit working. This wasn't too much of a problem until we hit the border control line to re-enter the United States. I always pick the slow line, somehow. Thusly baked in the heat, with outside temperatures above 80, the GTI didn't cool back down for the rest of the trip. Then I learned we already fixed the A/C once." "Of course, any car on that day with a surprise A/C failure would earn my ire," Austin notes. "It just seems a little more irritating on a new car. Otherwise, yeah, this is a great car." A great car, indeed. Everyone loves spending time with the GTI. It's got plenty of power, it's quiet, it's comfortable, and it eats up highway miles. We've got just over 10,000 miles on the odometer as of this writing, and as summer carries on, many editors have requested extended periods of seat time in the GTI for weekend getaways and longer road trips. But it's still not perfect. Following the A/C fiasco, there's another, more curious problem plaguing the GTI. Every time the car starts, a weird, varied-tempo, loud clicking is heard from the dash. We think it's coming from the direction of the glovebox, and it's not the same click patten every time. Sometimes it's one or two knocks, sometimes it's several. See what I mean in the video below.
