Here in the U.S. the EPA found defeat devices on certain Volkswagen vehicles. Across the pond however concerned environmentalist groups including [00:00:30] Transportation & Environment say that the issues could be more widespread in Europe. Nico Muzi, a spoken for Transportation and Environment was quoted in the Automotive News as saying: "Volkswagen is just the tip of the iceberg..." Muzi goes on to claim that cheating is widespread, and that results produced from European emissions tests, which are not administered by a government agency, show differences in data that "...are so much, it can't be explained." Clean vehicle manager at Transport & Environment Greg Archer spoke to Bloomberg Business about the need to reform emissions testing in Europe: [00:01:00] [Bloomberg Video Clip] While it's clear that automakers are engineering vehicles and software to perform well on emissions tests, the real question is whether or not other OEMs, besides Volkswagen, are using defeat devices to cheat the tests, either here or in Europe. Volkswagen Touareg hybrid axed for 2016

Volkswagen is axing the Touareg hybrid for the 2016 model year. At a starting price of $67,905 (after $910 destination), the 2015 version sat at the top of the Touareg range, but it didn't offer significantly improved fuel economy for the extra money. The hybrid was only three miles per gallon city and one mpg highway better than the base V6. Another hurdle for potential buyers: the entry-level diesel had even better highway mileage and cost over $14,000 less. Earlier this year, Nissan made a similar decision to scrap the Pathfinder hybrid, and the future for the QX60 hybrid is murky. Volkswagen has a few other adjustments in store for the 2016 Touareg. The biggest change is that the whole lineup sees about $2,000 sliced off the price. According to Car and Driver, the adjustment knocks $2,090 off the base price to bring things to $42,705. In addition, the Lux and Executive trims now get standard 14-way power adjustable and ventilated seats, and the two of them are also offered with new, 21-inch wheels. The Executive also now gets power adjustment on the steering column and a suite of safety tech, including adaptive cruise control, forward collision warning, autonomous emergency braking, and lane departure warning. Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. Examples include optimizing shut-down schedules, reducing solvent emissions, energy recovery programs, and recycling paper, plastic, and water. Read more at Green Car Congress. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below.
