The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. Audi will submit emissions fix for 3.0 TDI V6 to EPA and CARB

Audi will develop a software update for the emissions control system on Volkswagen Group's 3.0 TDI V6 and will submit the changes to the Environmental Protection Agency and California Air Resources Board for approval. If the government regulators accept it, the tweaks could end the emissions problems for an estimated 85,000 of these engines in the US in Audi, Porsche, and VW models. However, the stop-sale still covers these vehicles until further notice. Audi admits in its statement to failing to disclose three "auxiliary emission control devices" on the V6 to regulators, and US law considers one of these systems a defeat device. VW Group offered the engine in the US on the Audi A6, A7, A8, Q5, and Q7 since the 2009 model year. The mill was also available on the VW Touareg and Porsche Cayenne. The EPA filed a violation against the 3.0 TDI on November 2 because the agency reported that the engine's software contained a defeat device to circumvent emissions tests. The regulator recently extended that notice to cover these powerplants in the US from the 2009 to 2016 model years. Audi's statement vaguely estimates the price of this problem to be in the "mid-double-digit millions of euros," and the automaker could face financial punishment by regulators. "Determinations regarding potential penalties and other remedies will be assessed as part of the investigation EPA has opened in conjunction with the US Department of Justice," an EPA spokesperson told Automotive News. Volkswagen Passat gets classier styling, tech updates for 2016

Volkswagen revealed a snazzier-looking, better-equipped version of the Passat Monday evening, which will start at $23,260 when it goes on sale as a 2016 model late this fall. The refresh updates VW's midsize sedan, though the changes are mostly evolutionary, and they come as Volkswagen is mired in scandal following charges it cheated on EPA tests. The design features a new hood, grille, rear bumpers, and front fenders. It's also the first VW sedan to offer LED head- and taillights as an option, and the 2016 version is the first Passat to get an R-Line package, which includes black accents, 19-inch aluminum alloy wheels, and a custom front bumper. "We applied a progressive design strategy with the new Passat, giving the car a dynamic presence and a more sophisticated look," Klaus Bischoff, Volkswagen head of design, said in a statement. "We have integrated several new design elements, including a sculpted, domed hood that significantly sets the car apart from its predecessor." Inside, the cabin gets nicer materials, including chrome and piano-black trim, a new steering wheel, and available heated rear seats. VW's second-generation modular infotainment platform is standard, and it offers swiping and pinch-to-zoom features on most models. Volkswagen's Car-Net system is also available, which allows for smoother smartphone integration. The powertrain lineup carries over and is made up of the 1.8-liter turbo four-cylinder, 2.0-liter turbo diesel, and a 3.6-liter V6. It's unclear if the TDI model will be offered at launch in light of VW's recent diesel scandal.
