An inside look at VW's new California R&D center

Less than two months ago, the Volkswagen Group opened a new facility in Oxnard, California (about an hour's drive west of Los Angeles). The $27 million investment, touted as Test Center California (TCC), serves as a research and development lab testing emissions for all brands under Volkswagen's umbrella, including its newest member, Porsche. While still not fully operational, we toured the new 64,000-square-foot building last week and had a first-hand opportunity to see just how much work is involved testing engines and meeting increasingly stringent government emissions standards.
Replacing a similar facility established in 1990 in Westlake Village (about 20-minutes east of the new location), our guide explained how Oxnard was chosen for its temperate climate, varied regional terrain for test drives and low altitude. (The area is only a few feet above sea level - a critical parameter when instrument testing emissions.) The new facility is capable of analyzing hundreds of vehicles, prototypes and customer-owned vehicles, annually.
Most interesting to us was the huge stainless steel climate chamber, with a massive four-wheel dynamometer that allows VW to test running vehicles in both scorching desert and freezing climates without ever leaving the building (an Audi Q7 was running in place during our visit). We were also mesmerized by the countless storage tanks and intricate plumbing of chemicals, stored in both liquid and gas states, needed to perform the variety of tests. Lastly, we took a look at Bugatti's service center on the west coast, located completely within the new center. While there were no supercars on site, the facility is equipped with plenty of spare forged wheels (mounted with expensive Michelin PAX tires) and a Veyron-specific repair jig that allows the vehicle to be completely disassembled, if needed. It is a shame that the facility, which set off all of our automotive geek alerts, is closed to the public.

Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. Canada expands cooperation with EPA over VW scandal

It doesn't take much more than a stiff breeze to send some US pollution northward across the 49th parallel. Perhaps that's why the Canadian government says it is standing strong with the US in its continuing investigation of Volkswagen and the allegations and self-reporting that the automaker installed software to try to game emissions regulations. In fact, the Canadian government is going to do its own slate of on-road testing to see how VW diesel engines perform in real-world conditions. Last year, about 1.8 million new light-duty vehicles were sold in Canada, which is about equal to how many were sold in Maryland. That compares to about 17 million new-vehicle sales for the US. But every bit counts when it comes to an increase in potentially harmful emissions, and the Canadian government says it wants to make sure VW's diesel engines are being properly monitored, whether they're sold in Detroit, MI, or across the river in Windsor, Ontario. And that means following up – together – on allegations that Europe's biggest automaker is using so-called "defeat devices" in what it has long called its "clean diesel" engines. The automotive industry continues to be roiled by the VW scandal, in which the automaker said that as many as 11 million of its vehicles may contain software programmed to manipulate emissions-testing procedures. Volkswagen has set aside $7.3 billion to deal with the scandal, while VW CEO Martin Winterkorn was forced to step down after the issue became public. Environment Canada issued the following update on the issue: "The Government of Canada has a long history of collaborating closely with the U.S. Environmental Protection Agency (EPA) to align emission standards, as well as to provide oversight and verify compliance with applicable emission regulations "Today, the Government of Canada is announcing that it has expanded its ongoing collaborative work with the U.S. EPA to assess other diesel vehicles for defeat devices and compliance issues. "Vehicles will be subject to a variety of tests including on-road testing using portable emission measurement systems.
