Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Among the vehicles Volkswagen doesn't sell in the United States, we retain a soft spot for the tiny Touran MPV. Five doors, a reasonably sized trunk, clean sheet metal and an attractive cabin is an appealing combo, after all, regardless of the form factor. For the 2015 Geneva Motor Show, VW updated the popular compact van for European audiences. Like the Golf-inspired styling of the second-generation model, the popular hatchback's looks are clearly evident in the third-generation Touran. The Golf's small upper character line is more dramatic on the van, although the general taillight and headlight shapes are remarkably similar. The grille, meanwhile, is more Passat than anything else, with a conservative three-bar design. The R-Line model gets more dramatic front and rear bumpers, with black accents on the former and a pair of chromed exhaust tips jutting out underneath the latter. The cabin is typical of Volkswagen, with handsome materials throughout. Piano black is the dominant accent material, found on the dash and steering wheel, while the leather-wrapped steering wheel and hide seats both look like nice enough. Volkswagen bringing driver assistance systems to its 2016 lineup

Chevrolet isn't the only manufacturer rolling out luxury safety technologies on a 2016 mass-market lineup. Volkswagen has just announced that next year it will begin adding driver assistance systems to its lineup here in the States – stuff that was previously only available on Audi and Porsche models here, or Volkswagens in Europe. Adaptive cruise control, forward collision warning, and autonomous braking will be standard on the CC V6 4Motion, optional on certain trims of the Golf and Jetta. Blind spot monitoring will be standard on the Beetle, and top CC and Jetta trims, but optional on the Golf and lower Jetta variants. Automated parking will be available on Golf models, including the e-Golf. Blind spot assistance with rear traffic alert, lane departure warning, park distance control, and an automatic post-collision braking system also come in the technology kitty, all of which will be packaged at prices between $695 and $1,495. Infotainment options take a bit step up, too, with every VW model but the Touareg being fitted with touchscreens. The new MIB II head unit comes in four sizes, the Beetle, Jetta, and Tiguan getting the smallest, five-inch screen as standard but upgradeable to a 6.5-inch screen. Android Auto, Apple CarPlay, and MirrorLink are integrated into that larger screen. The interface is improved by a faster processor, higher resolution, and better graphics, and some will come with swiping and pinch-to-zoom functionality.
