An inside look at VW's new California R&D center

Less than two months ago, the Volkswagen Group opened a new facility in Oxnard, California (about an hour's drive west of Los Angeles). The $27 million investment, touted as Test Center California (TCC), serves as a research and development lab testing emissions for all brands under Volkswagen's umbrella, including its newest member, Porsche. While still not fully operational, we toured the new 64,000-square-foot building last week and had a first-hand opportunity to see just how much work is involved testing engines and meeting increasingly stringent government emissions standards.
Replacing a similar facility established in 1990 in Westlake Village (about 20-minutes east of the new location), our guide explained how Oxnard was chosen for its temperate climate, varied regional terrain for test drives and low altitude. (The area is only a few feet above sea level - a critical parameter when instrument testing emissions.) The new facility is capable of analyzing hundreds of vehicles, prototypes and customer-owned vehicles, annually.
Most interesting to us was the huge stainless steel climate chamber, with a massive four-wheel dynamometer that allows VW to test running vehicles in both scorching desert and freezing climates without ever leaving the building (an Audi Q7 was running in place during our visit). We were also mesmerized by the countless storage tanks and intricate plumbing of chemicals, stored in both liquid and gas states, needed to perform the variety of tests. Lastly, we took a look at Bugatti's service center on the west coast, located completely within the new center. While there were no supercars on site, the facility is equipped with plenty of spare forged wheels (mounted with expensive Michelin PAX tires) and a Veyron-specific repair jig that allows the vehicle to be completely disassembled, if needed. It is a shame that the facility, which set off all of our automotive geek alerts, is closed to the public.

2015 Green Car Of The Year finalists announced, run alt-fuel gamut

The 2015 edition of the Green Car of the Year award is following right in the footsteps of previous years with a variety of alt-fuel powertrains making the just-announced finalists list. You've got your plug-in vehicle (the BMW i3), your compressed natural gas (the Chevy Impala Bi-Fuel), your high-efficiency diesel (the Audi A3 TDI), your 40+ mile-per-gallon gas engine (the Honda Fit) and, finally, a car that can do a little bit of everything (the VW Golf). The Golf is available – at least in some parts of the US – with three different powertrains: a 2.0-liter diesel, a gasoline engine and all-electric drive. The Impala can burn either natural gas or gasoline in its 3.6-liter engine. The A3 is an efficiency champ, able to get 73.5 mpg on some European tests. The i3 can be a pure electric vehicle or come with a short range extending engine. And the Fit brings 41 miles to the gallon in a practical, affordable package. The GCOY award is announced every year at the Los Angeles Auto Show by Green Car Journal. The committee doesn't just take the fuel-saving technology into account, but also a vehicle's "availability to the mass market." Last year, the Honda Accord Hybrid/Plug-In Hybrid won top honors, following up on wins from the Ford Fusion models (plug-in hybrid and hybrid) for 2013, the Honda Civic Natural Gas for 2012 and the Chevrolet Volt for 2011. European jury picks finalists for 2015 Car of the Year

There are countless Car of the Year awards handed out each year, and naturally, Europe has its own way of doing things. Every year, a panel of jurists representing seven publications in seven different languages and seven different countries get together to name their joint Car of the Year. The panel released a list of 32 candidates back in July, and it has now whittled that list down to seven nominees. The list consists of the BMW 2 Series Active Tourer, the Citroen C4 Cactus (shown), the Ford Mondeo, the Mercedes-Benz C-Class, the Nissan Qashqai, the Renault Twingo and the Volkswagen Passat. Of those seven, only two are available in the US – those being the Mondeo (sold Stateside as the Fusion) and the C-Class. The Passat is an entirely different model in North America, the Qashqai isn't offered here, Citroen and Renault don't even participate in our market and the BMW 2 Series is represented here only by the completely different coupe and convertible. Expect the one and only recipient of the 2015 Car of the Year award to be announced at the Geneva Motor Show this coming March, and while you're waiting, you can place your guesses for the eventual winner in Comments.
