Carmakers say they 'can't meet' Euro 6 emissions targets

The story has been edited accordingly. Well, the timing of this is not good. In the midst of Volkswagen's emissions cheating scandal, the European Automobile Manufacturers Association (ACEA) is claiming it won't be able to hit the stringent Euro 6 nitrogen oxide standards currently slated for the end of the decade. Currently, European legislators are set to begin requiring tougher emissions standards by 2017. Standards would be ramped up until 2020, when all new cars sold across the pond would be required to emit just 0.080 kilograms of nitrogen oxide per kilometer. That's too tough for automakers, though. Citing an "EU insider," AutoExpress reports that automakers are asking for conformity factors, which is a fancy way of saying they want easier standards. The automakers are requesting a conformity factor of 2.75 from 2017 to 2020, and a factor of 1.7 in 2020. What that means is that by 2020, new diesels would be allowed to emit 1.7 times the 0.080 g/km standard, or 0.136 g/km. While that might not be all that bad, if automakers were granted the 2.75 conformity factor, new diesels from 2017 wouldn't even be eligible for today's Euro 5 classification, AE claims. Far and away the most astonishing thing here though, is the way the ACEA is viewing the VW diesel scandal. According to AE, the EU insider said automakers across the pond think there's "a US conspiracy against European diesels." Yep. Volkswagen installed software on millions of vehicles to cheat emissions tests and it's somehow an American conspiracy. That makes loads of sense. To put it simply, automakers don't think their diesels will be able to hit European standards, so they're asking for a break. Whether European legislators go along with it remains to be seen. VW previews retouched 2014 Touareg for Beijing

A subtle update on the Touareg that's been on the market in its current form for four years now, the facelifted model features reworked styling front and rear, an updated interior and a host of new technologies to keep it current in the highly competitive SUV market. Among those new features are larger bi-xenon headlights, coasting function, Google Maps integration and a post-collision braking system designed to prevent a second crash.
VW will offer the new Touareg with a variety of engines around the world, but in North America it'll carry over the same six-cylinder powertrain options as the outgoing model: a 3.6-liter V6 with 280 horsepower, a 3.0-liter turbodiesel V6 with 240 hp (though torque isn't listed, we'd expect around 406 pound-feet, same as last year) and a hybrid that marries a 3.0-liter supercharged V6 to an electric motor that combine to deliver 380 hp.

Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.
