Germany is finally getting serious about self-driving cars

Germany cleared the way for its giant automotive industry to develop and test self-driving cars, when the upper house of its parliament approved on Friday a law setting out the conditions under which they could take to German roads. Under the law, first mooted by Chancellor Angela Merkel last year, a driver must be sitting behind the wheel at all times ready to take back control if prompted to do so by the autonomous vehicle. Germany is home to some of the world's largest car companies, including Volkswagen, Daimler and BMW, all of which are investing heavily in a technology seen by transport minister Alexander Dobrindt as the "greatest mobility revolution since the invention of the car." That's not to say that German automakers have been standing still in the face of autonomous technology. VW recently outlined its vision for autonomous vehicles. BMW has already demonstrated self-driving vehicles in the United States, and Mercedes-Benz has partnered up with German auto supplier Bosch on autonomous technology. The new legislation allows German car companies to road-test vehicles in which drivers will be allowed to take their hands off the wheel and their eyes off the road to browse the web or check e-mails while the vehicle handles steering or braking autonomously. The legislation requires that a black box record the journey underway, logging whether the human driver or the car's self-piloting system was in charge at all moments of the ride. This will be crucial for apportioning blame in accidents. The driver will bear responsibility for accidents that take place under his or her watch, under the legislation, but if the self-driving system is in charge and a system failure is to blame, the manufacturer will be responsible. The law will be revised in two years' time in the light of technological developments, with data protection and the use of the data collected during rides a key point that has yet to be fully addressed. Companies around the globe are working on prototypes for self-driving vehicles, but such cars are not expected to be available for the mass market before 2020. Volkswagen Touareg hybrid axed for 2016

Volkswagen is axing the Touareg hybrid for the 2016 model year. At a starting price of $67,905 (after $910 destination), the 2015 version sat at the top of the Touareg range, but it didn't offer significantly improved fuel economy for the extra money. The hybrid was only three miles per gallon city and one mpg highway better than the base V6. Another hurdle for potential buyers: the entry-level diesel had even better highway mileage and cost over $14,000 less. Earlier this year, Nissan made a similar decision to scrap the Pathfinder hybrid, and the future for the QX60 hybrid is murky. Volkswagen has a few other adjustments in store for the 2016 Touareg. The biggest change is that the whole lineup sees about $2,000 sliced off the price. According to Car and Driver, the adjustment knocks $2,090 off the base price to bring things to $42,705. In addition, the Lux and Executive trims now get standard 14-way power adjustable and ventilated seats, and the two of them are also offered with new, 21-inch wheels. The Executive also now gets power adjustment on the steering column and a suite of safety tech, including adaptive cruise control, forward collision warning, autonomous emergency braking, and lane departure warning. Former Porsche CEO Wiedeking indicted over VW takeover bid

Do you recall the failed efforts by Porsche to take over Volkswagen? According to a Bloomberg report, former Porsche CEO Wendelin Wiedeking (above) and ex-CFO Holger Haerter have finally been charged with market manipulation over the exercising of options as part of the German sportscar manufacturer's ill-fated attempt to take over the much larger VW. That failed bid eventually resulted in the reverse coming true - VW swallowing Porsche.
The charges leveled by Stuttgart prosecutors come after a three-year investigation centered around allegations that Porsche execs made a concerted effort to increase the company's share in VW to 75 percent in preparation for a hostile takeover. Porsche had previously told its investors on at least five occasions that it had no intention to buy VW.
Portions of the investigation have subsided, according to prosecutors, citing an inability to prove certain improprieties with a "necessary degree of certainty." The number of charges is down to 5 from a previous 14 counts regarding "information-based market manipulation."
