Recharge Wrap-up: Jaguar Land Rover talks EVs, Batteries should be modular

A new study out of Germany suggests adopting a modular approach to battery offerings in plug-in hybrid and extended range electric vehicles. Automakers could offer the same car with different battery sizes (and different costs, accordingly) to drivers depending on their driving ranges. This would optimize the total cost of ownership for various drivers better than the current approach. Developing a modular battery design and offering appropriate batteries for different customers "is the key for electric powertrains to meet customer expectations and become cost competitive against conventional technologies," according to the report from the Institute of Vehicle Concepts, German Aerospace Center. Learn more at Green Car Congress. Jaguar and Land Rover are looking to offer more electric driving from their vehicles. Wolfgang Ziebart, head of product development for Jaguar Land Rover, said in an interview that its hybrid system is being tweaked for more electric power and "downsized" combustion. He also said the likely target market for EVs would be second and third vehicles, rather than primary vehicles for urban driving. Within that market, Europeans look for something smaller, while American drivers lean toward larger luxury vehicles for their second car. Thailand will likely approve a Volkswagen factory as early as next week. A German newspaper suggests that Thailand's Board of Investment is set to greenlight the plant, which is planned for a site near the Port of Bangkok. Thailand is a relatively large and growing auto manufacturing country, which seeks to be a major producer of eco-friendly vehicles. The country's "Eco2" program would provide incentives to Volkswagen if it builds clean cars and meets certain production targets. Read more at Reuters. Formula E has chosen Sky Deutschland for broadcasting rights in the German market. The deal includes television rights, as well as online broadcasting. Sky Deutschland has 3.8 million subscribers in Germany and Austria. Showing the races on Germany's largest pay television provider should help generate interest for the series, particularly the Berlin ePrix - the inaugural season's penultimate race - scheduled for May 30, 2015. Mercedes, Nissan and VW slammed by China's CCTV

Several automakers in China, including joint ventures with Nissan, Volkswagen and Mercedes-Benz, are in hot water because their dealers are allegedly overcharging customers for repairs. China Central Television, the country's state broadcaster, leveled the claims during its annual Consumer Day expose. CCTV runs these reports each year on March 15 and often takes aim at foreign companies operating within China. This year the focus fell on automakers, according to the Financial Times, and no domestic car companies were targeted. The network also accused dealers of overselling parts, and it took aim at Jaguar Land Rover specifically for problems surrounding transmission repairs, according to Reuters. The yearly stories are often criticized for focusing on outside businesses. "It panders to a certain type of nationalism as it tends to target foreign companies and rarely touches large state groups or monopolies," Qiao Mu, a journalism professor at Beijing Foreign Studies University, said to the Financial Times. Foreign automakers seem to face tighter scrutiny when doing business in China than their domestic counterparts, in general. The government there investigated several luxury brands, including Audi and BMW, last year for how they supplied spare parts and whether the components were overpriced. Some incurred fines, and Lexus decided to lower its prices. Volkswagen also experienced protests when owners felt the company wasn't handling a recall properly. The CCTV report also comes as many auto dealers in China are feeling a pinch due to high mandated sales targets from automakers. The situation was so dire in early 2015 several brands cut back sales targets and in some cases even paid the sellers to offset poor profits. VW internal investigation finds 'no evidence' against suspended engineers

Volkswagen is still working out the chain of events that led to emissions-evading software being installed in 11 million diesel vehicles worldwide and deciding who was responsible for the treachery. So far, the German automotive giant's internal investigation hasn't publicly named many suspects, and three suspended executive-level engineers have been found not to be culpable in the wrongdoing, according to an anonymous insider speaking to Reuters. VW knows that the software began being installed in the EA 189 engine in 2008. The internal investigation has found that the emissions-evading tech was created because the powerplant was found to fail US standards. Plus, the diesel mill wasn't meeting cost targets, according to Reuters. The automaker responded by suspending over 10 employees, but three top engineers among them might not have been involved. Those put on leave include Heinz-Jakob Neusser from VW, Ulrich Hackenberg from Audi, and Wolfgang Hatz who led Porsche's research and group-wide engine development. The internal detective work hasn't turned up any evidence against these three men. In addition to VW's own inquires, government investigators in both the US and Germany are taking a serious look into the company's actions, too. So far, the automaker is setting aside about $7.3 billion to pay to fix the vehicles with the evasive software. Depending on what authorities find, the costs could grow quickly.
