Recharge Wrap-up: VW consumption down 24%, BAIC opens EV R&D in CA

The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. Examples include optimizing shut-down schedules, reducing solvent emissions, energy recovery programs, and recycling paper, plastic, and water. Read more at Green Car Congress. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. The equity investment from Wang allows Zap/Jonway to ramp up production to meet this deadline, with a target of 1,000 EVs per month by year's end. Read more in the press release below. Brazil contemplates safety exemption for VW Kombi as it goes out of production today [w/poll]

Brazil: the country of carnivals, indescribable beauty adjacent to abject poverty, Ayrton Senna and old Volkswagen models. Only they're not old - they're new, they're just based on old designs. The original Beetle continued production there long after it had been phased out elsewhere, but the original Kombi van has lasted much longer. That ends today, however, with the iconic VW Microbus ambling out of production on the last day of 2013.
VW kept making the van in Brazil with the original air-cooled 1.2-liter boxer four until 2005, after which the original design was updated with a 1.4-liter water-cooled engine. Today, however, it ultimately falls prey to safety regulations that mandate that all vehicles - no matter how old their design - need to have airbags and ABS, forcing Volkswagen do Brasil to cease production of the Microbus after a 56-year production run. But the latest word is that the Kombi (as it's presently known) could get a stay of execution - or at least a resurrection in short order.
According to reports, the Brazilian government is looking into granting the Type 2 Microbus an exemption from said safety regulations, reasoning that the van was designed long before the advent of airbags and ABS. If the measure goes through, the Kombi Last Edition (pictured above) could prove not to be the last at all. 2015 Volkswagen Jetta TDI

Volkswagen calls its 2015 Jetta "refined, redesigned," and countless man-hours have gone into its re-engineering, but you'd need to crawl all over the car, unbolt most of the body, drive it or spend some time on VW's website to fathom the changes. That's why we wrote, "2015 Volkswagen Jetta is new, we promise," when we first saw the car in New York last April. While we wait for a sweeping next-generation overhaul to come, the marquee elements for now are the new structure underneath designed to win an IIHS Top Safety Pick+ rating, fuel economy increases and a heavily reworked 2.0 TDI diesel engine. Plus, there's ornamental detailing around the body and updated interior, and the revamped trim package and accessories matrix promises to provide more value. That makes it a better buy than the 2014 model, assuming it can find buyers ready to appreciate the subtleties. Outside, improved aerodynamic prowess is the primary goal, and almost all of the visual refresh works to further that aim. A new grille with three cross fins sits atop a slipperier bumper and air intakes. On models with the 1.8T gas engine and new 2.0 TDI diesel, the grille is fitted with a shutter to decrease drag and, on the diesel, speed up the engine warming. There are sleeker rain gutters inside the A-pillars and paneling under the body by the rear axles. Attending to airflow in back is an altered decklid reshaped with an integrated spoiler. Among the other changes are optional adaptive bi-Xenon headlights lined with 15 LED running lights and a chrome strip of brightwork. New fog lights are set in the flanks of the lower lip, and LED taillights can be had on the GLI and Hybrid models, with a tweaked VW logo sitting in between. The illuminating upgrades continue inside with ambient lighting and a crisper dash cluster display. Those cabin changes are joined by an optional "tunnel" theme for the gauges, a new steering wheel design with piano black accents and chrome, redesigned vent controls and new fabric options. Changes to the front substructure from the bumper to the front doors, and strengthened A-pillars combined to win the 2015 sedan a Top Safety Pick+ rating from the Insurance Institute for Highway Safety. We're here to focus on the diesel model, and the updated EA288 2.0 TDI engine and its modular packaging is the most visceral highlight for 2015, inserting new numbers on every line of the spec sheet compared to its predecessor, save for cylinder bore spacing.
