US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

Audi spending an additional $2.5 billion on expansion through 2019

Every year, it seems the Volkswagen Group announces a new and larger spend to push growth and profit, with Audi a regular recipient of the moolah. That's reasonable, seeing as hauls in 40 percent of Group operating profits. In December last year Audi said it would spend an additional 100 million euros ($122M US) per year through 2018 to develop new models and expand production, targeting 60 models by 2020 and luxury sales leadership. This month Audi said it will boost that by another two billion euros ($2.5B US) over the next five years, for a total outlay of 24 billion euros from 2014 to 2019. Something like 70 percent of those billions will be spent on new models, technology like "connectivity and lightweight construction," and factory expansion at its plants in Ingolstadt and Neckarsulm. Most of the ten models that will plump the lineup to 60 cars will mainly be aimed at the C and D segments, as well as crossovers, the brand's burgeoning portfolio of PHEV models, and all-electric cars that will begin staking ground in the segment. The big spend comes at the same time as Audi is working hard to reduce costs by $2.5 billion to maintain profitability, part of a larger push by VW to cut costs by $6.1 billion by 2017. More than a billion euros will go to new factories in Mexico and Brazil. Work begins on the Mexico plant next year, and when it comes on-line in 2016, Audi's Q5 successor will roll out of its warehouse doors; Audi has already announced it will hire 850 more workers next year in Mexico. When that's done, Mexico's production of German luxury cars will only trail that of Germany, China and the US. The company's Brazil plant will produce the A3 and S3 starting next year, and the brand figures luxury car buying there will triple by 2017. VW uses NorCal Forest to make e-Golf carbon neutral

On the one hand, it's just a forest. There are beautiful redwood trees and clean air, cool, quiet creeks and hidden wildlife. You know, a forest. The kind that have existed for millions of years. On the other, it's a carefully managed collection of natural resources that lets companies pay money to make their products more beneficial to the environment. Welcome to the Garcia River Forest. For our purposes, the Garcia River Forest is interesting because of its connection to Volkswagen. Its young redwoods are helping Volkswagen create something almost unheard of in the automotive industry: a (mostly) carbon-neutral car. The 10,000-foot overview of how this works is as follows: when you buy the electric car, part of your money goes to support three carbon offset projects. These projects (the one in the Garcia River Forest, the Big River And Salmon Creek Forests in California, and the McKinney Landfill in Texas) have put a price on the value of not letting more carbon get into our atmosphere. The calculations come in the form of credits per metric ton of CO2 and VW has paid enough money to cover the emissions it generates during the production and distribution of the e-Golf as well as the charging for around 36,000 miles of driving. VW worked with 3Degrees, a provider of carbon offset services, to calculate the amount of greenhouse gas (GHG) emissions that each e-Golf will be responsible for, from the factory to the driveway. The Garcia River Forest location is managed by The Conservation Fund (TCF). VW originally announced the carbon-neutral program back when it revealed US details for the e-Golf, in August 2013. Stuart Gardner, project manager at VW of America for the Golf family, told AutoblogGreen that the idea for the carbon offset came from the way VW understands plug-in vehicle buyers. "At Volkswagen, we strive to be leaders in e-mobility and developing alternative powertrains and we realize that, when someone buys an electric vehicle - the e-Golf, for example - they are doing more than just buying an electric vehicle," he said. "They are buying a lifestyle and they want to engage in this lifestyle." VW is not releasing the specific amount of the purchase price of each e-Golf that is directed to the Garcia River Forest (or any other carbon offset projects).
