Winterkorn kept diesel scandal secret, letter claims

Former Volkswagen Group CEO Martin Winterkorn allegedly kept quiet for two weeks about emissions defeat devices in the company's models. US officials eventually made the automaker's deception public on September 18th. "In the conversation on 03.09.2015 with the regulator CARB (California Air Resources Board), the defeat device was admitted," an employee told Winterkorn on September 4, according to Reuters citing Germany's Bild am Sonntag. Based on this information, Winterkorn had plenty of time to admit the problem. Evidence like this letter continues to suggest top figures knew about the emissions problem. In addition, a separate Bild am Sonntag report recently claimed that an employee emailed Winterkorn in May 2014 to tell him US regulators could discover the cheating. In the lower echelons of the company, the deception was allegedly an open secret among engineers as early as 2006, and people kept quiet even after workers tried to admit what was happening. This culture of secrecy seems to go even deeper than just the diesel emissions scandal. For example, engineers admitted that they cheated on CO2 tests to meet the company's strict standards. According to Green Car Reports, these problems also affected the US. In 2004, an Audi worker in America allegedly discovered an issue with the exhaust gas temperature sensor in some vehicles, but a German executive said not to admit the problem to US regulators. It's not clear whether any high level employees tried to fix the diesel emissions issue or if they simply kept the problem hidden. The company's internal report, which is due in the latter half of April, might address that concern. So far, the VW Group has said only a small group of people caused the scandal. ACEEE strips away VW's green car scores

The American Council for an Energy-Efficient Economy (ACEEE) is confirming that the Volkswagen diesel-emissions scandal has put a black mark on its green ratings. As a result, the group is pulling VW diesel vehicles off of its "Green Scores" list because it was recently revealed that VW diesels might be emitting as much as 40 times the nitrogen oxide (NOx) emissions during normal driving as the official test results show. The ACEEE added that other German makers of diesel vehicles' "Green Scores" are safe, for now. Diesels from VW and the company's Audi division didn't exacatly top the ACEEE's list of greenest vehicles for 2015. That honor went to electric vehicles like the Smart ForTwo ED, Chevrolet Spark EV and Fiat 500E. The Toyota Prius C hybrid snuck in at number 4, while the Nissan Leaf battery-electric took the fifth spot. That said, the VW diesels did perform pretty well, according to the group. "These scores are no longer reasonable estimations of the environmental impact of the Volkswagen diesels. Volkswagen's diesel cars have performed well on ACEEE's annual rankings since 2009, hovering just below our list of the top twelve "Greenest" vehicles with Green Scores in the high 40s," wrote Shruti Vaidyanathan, senior transportation researcher at the ACEEE. "However, a 40-fold increase in on-road NOx would mean that these vehicles did not deserve those high Green Scores." For those curious, the Ram 2500 pickup topped the ACEEE's "Meanest" vehicle of 2015, followed by the Chevrolet G2500 Express/GMC Savana. Volkswagen has now acknowledged using so-called "defeat devices" on its diesel cars that turn on full emissions control technologies while in testing mode but allow the vehicles to emit nitrogen oxide levels up to 40 times the certified level during normal operation.

The goal is to improve London's air quality, encourage the purchase of clean vehicles and offset the inconvenience of charging diesel cars to enter the city's proposed Ultra Low Emissions Zone. As part of the Trans-European Transport Network (T-ENT) program, the group aims to create extended EV-friendly roadways with the UK Rapid Charge Network, connecting major cities on the islands. Plans for the network include 70 rapid chargers along 684 miles of road. The four manufacturers also want to extend the project to mainland Europe to encourage the adoption of EVs. The City Car EV concept is slated to make its debut in November at the Guangzhou Auto Show, while a production version could make its way onto Chinese roads next year.
