EPA message to automakers: You're on notice

With top administrator Gina McCarthy speaking about the "moral obligation for climate action" on Friday, the Environmental Protection Agency announced it would ramp up its oversight of the auto industry in the wake of Volkswagen's emissions cheating. In a letter sent to manufacturers Friday, the agency said it would begin examining cars to see whether they contained defeat devices "in addition to the standard emissions test cycles." "We are putting vehicle manufacturers on notice." Exactly how the agency plans to test for these devices – which are not devices per se, but algorithms contained in millions of lines of software code that govern vehicle functions – remains unclear. Christopher Grundler, the director of the EPA Office of Transportation and Air Quality, divulged few details in how the agency would uncover so-called defeat devices used by cheaters. "Not today – or actually ever – I'm not going to be describing what new ways we'll be using to detect these defeat devices." Later, he said engineers will have to "come up with some clever ways to do this." The only insight he offered was that the EPA, California Air Resources Board, and Environment Canada would partner on testing more cars for emissions and anomalies. Grundler also said the EPA would diversify its testing fleet. In addition to relying on vehicles provided by manufacturers, the federal agency will now also borrow cars from "private citizens" and utilize rental cars for tests. "We are putting vehicle manufacturers on notice," he said. Joint investigations between EPA and CARB have "been very successful in protecting human health and the environment," said Janet McCabe, the agency's acting administrator in the Office of Air and Radiation. "But we also know, and the Volkswagen violations before us now make it clear, we need to adapt and step up our oversight." That may include an increase in on-road testing in addition to the five emissions tests now more relied upon. The EPA owns and maintains 23 portable emissions-monitoring systems like the one used by West Virginia University researchers who first detected elevated levels of nitrogen oxide emissions from two Volkswagen diesel vehicles. Right now, they're almost exclusively deployed to monitor emission from heavy-duty vehicles, whose NOx emissions "dwarf" the amount produced by light-duty vehicles, which produce less than 2 percent of the total, according to the agency's figures.

Despite EV push, Audi will lead hydrogen for VW Group

The cynics among us will assume that Volkswagen Group would rather not affix its flagship brand name to its main hydrogen fuel-cell efforts in the wake of that German automaker's diesel-emissions scandal. Instead, there's less of a taint in having those efforts led by VWs Audi division. And that's exactly what's going to happen, reportedly. Audi will lead Volkswagen's way towards selling hydrogen fuel-cell vehicles to the general public, Automotive News Europe reports, citing comments Audi's new development head Stefan Knirsch recently made at VW headquarters in Germany. That first effort may come in the form of the H-Tron Quattro concept SUV that Audi unveiled at the Detroit Auto Show in January. That model is slated to have a 373-mile range on a full tank of hydrogen (using the optimistic European driving cycle) and includes a rooftop solar panel that can add 621 miles a year via sun rays. And true to Audi's performance-driving bent, the car will offer up to 282 horsepower and 406 pound-feet of torque, for a 0-62 miles per hour time of under seven seconds. Audi will also look to cut production costs by reducing precious metals such as platinum in fuel-cell stacks. As for plug-in vehicles, Audi said at last November's Los Angeles Auto Show that as much as 25 percent of new Audis will be plug-in vehicles by 2025. A month later, Audi said that the A3 E-Tron, which was launched in Europe in late 2014, was already accounting for a quarter of Audi sales in the Netherlands and Norway. Audi to keep hiring workers despite VW diesel scandal

Even while Volkswagen contemplates delaying or canceling projects to pay for costs related to the massive diesel emissions scandal, its stablemate Audi is hiring, according to Reuters. Audi certainly isn't immune to the diesel scandal, with around 2.1 million affected vehicles worldwide including 13,000-14,000 in the US, but the scandal so far isn't affecting staffing levels. "We are sticking with plans for strategic growth and are continuing to hire new employees as planned," Audi board member for human resources Thomas Sigi said in a German newspaper, according to Reuters. Sigi even suggested paying a "respectable" bonus to workers next year. Audi has some big projects on the horizon, too. Among them, the company intends to launch a production version of the E-Tron Quattro Concept in 2018, and for performance fans a new TT RS appears to be on the way. The new A4 should be a big contributor to global volume when its worldwide rollout is complete. Rather than allowing the diesel scandal to hurt all of its divisions, the VW Group instead wants to concentrate the fallout (and costs) on the VW brand, according to Reuters. Those expenses could be huge. Volkswagen is budgeting around $7.3 billion just to repair the 11 million emissions-cheating vehicles. Worldwide, maximum estimates put the whole mess at $87 billion.
