VW diesel incentives could be fuel for prosecutors

In the 2000s, Volkswagen was among the companies that lobbied the government to get buyers of diesel vehicles a tax credit. The automaker even brought some of these models to Washington to show them to politicians. The incentive eventually passed, and about 39,500 customers of the 2009 Jetta TDI and Jetta SportWagen TDI got a $1,300 benefit – for a total cost of around $51 million. Now, according to Reuters, that politicking might come back to bite the automaker when prosecutors finally get cases to trial. The US Department of Justice, the Environmental Protection Agency, and attorneys general in at least 29 states are already investigating VW, and politicians are pushing for criminal and civil actions against the company. According to Reuters, there could be several legal routes available, too. One option is to bring tax fraud charges, and that would require proving the automaker knew it was making untrue claims about the diesel models. There's also the option of bringing a case under the False Claims Act, which prohibits fraud against the government. According to Reuters, a maximum penalty under the law would be three times the tax credit and another $5,000 for each vehicle that received it. The company is also facing a class-action lawsuit from disgruntled owners. To aid its defense against all of these claims, VW has hired the same firm that worked with BP during the Deepwater Horizon oil spill. Outside of the US, prosecutors in Germany have just started to build a case against former CEO Martin Winterkorn for alleged fraud. In addition to these potential legal penalties, VW could be fined around $18 billion by the EPA for the emissions infractions. The agency's investigation is getting the added backing of its Canadian counterpart. Although, the actual settlement is expected to be far less.

With a model history dating back to 1950, the newly unveiled Volkswagen Transporter has a long legacy to uphold as one of elder statesmen of the commercial vehicle world. The sixth generation maintains the classic boxy look, and VW even admits that the shape is "modernized cautiously." Still, the changes show handsome improvements like creases in the hood and a grille that better integrates into the headlights. Rather than styling, economy is more on the minds of many commercial buyers. VW ticks that box with an average 15-percent improvement in fuel consumption across the lineup, thanks in part to standard stop/start. The engine range includes a 2.0-liter diesel four-cylinder available in 83-, 101-, 148- and 201-horsepower variants. There's also a 2.0-liter gasoline-fueled four with either 148 hp or 201 hp. VW is really working to make the Transporter a safer, more comfortable carrier for its new generation. The van is available with features like adjustable shocks, adaptive cruise control, a power tailgate and the company's City Assist Braking system, which is capable of automatically bringing the van to a stop from under 19 mph. The Driver Alert System even monitors behavior behind the wheel and advises when to take a break. VW offers the T6 in many variants, including the Multivan for carrying people and mixed use Caravelle, but the highlight at launch is the fantastic looking Generation Six special edition (pictured above). Based on the Multivan Comfortline, the retro, two-tone paint is optional, but standard features include LED headlights, chrome trim and Alcantara seats. While the latest Transporter isn't coming to the US, European buyers can order one soon with a base price of 23,035 euros ($27,000). Germany is finally getting serious about self-driving cars

Germany cleared the way for its giant automotive industry to develop and test self-driving cars, when the upper house of its parliament approved on Friday a law setting out the conditions under which they could take to German roads. Under the law, first mooted by Chancellor Angela Merkel last year, a driver must be sitting behind the wheel at all times ready to take back control if prompted to do so by the autonomous vehicle. Germany is home to some of the world's largest car companies, including Volkswagen, Daimler and BMW, all of which are investing heavily in a technology seen by transport minister Alexander Dobrindt as the "greatest mobility revolution since the invention of the car." That's not to say that German automakers have been standing still in the face of autonomous technology. VW recently outlined its vision for autonomous vehicles. BMW has already demonstrated self-driving vehicles in the United States, and Mercedes-Benz has partnered up with German auto supplier Bosch on autonomous technology. The new legislation allows German car companies to road-test vehicles in which drivers will be allowed to take their hands off the wheel and their eyes off the road to browse the web or check e-mails while the vehicle handles steering or braking autonomously. The legislation requires that a black box record the journey underway, logging whether the human driver or the car's self-piloting system was in charge at all moments of the ride. This will be crucial for apportioning blame in accidents. The driver will bear responsibility for accidents that take place under his or her watch, under the legislation, but if the self-driving system is in charge and a system failure is to blame, the manufacturer will be responsible. The law will be revised in two years' time in the light of technological developments, with data protection and the use of the data collected during rides a key point that has yet to be fully addressed. Companies around the globe are working on prototypes for self-driving vehicles, but such cars are not expected to be available for the mass market before 2020.
