German authorities investigate Winterkorn

Former Volkswagen CEO Martin Winterkorn is potentially walking away from the embattled automaker with a $32-million pension, but his retirement might not be quite so relaxed because German prosecutors in the city of Braunschweig (also called Brunswick) are now investigating his role in VW's diesel emissions evasion. The lawyers want to know whether he committed fraud, and a conviction could mean up to 10 years in prison, according to the Associated Press. However, this process is still in its earliest stages, and Winterkorn is long way from sitting in a courtroom. With other high-profile corporate cases in Germany as a guide, a trial could be years away. Lawyers haven't even questioned the former CEO, yet. In Germany, people are free to file criminal complaints, and prosecutors then decide whether a full investigation is necessary. According to the AP, Braunschweig has received about 12 grievances so far, including one from Volkswagen. The law in the country also doesn't allow charging businesses with wrongdoing, only people. Winterkorn resigned from his role at the top of VW last week, just a day after issuing a video apology for the automaker's actions. Former Porsche boss Matthias Muller has succeeded him. Along with having a new person in charge, the automaker's Supervisory Board instituted a thorough corporate reshuffle to put more focus on various regions and give brands additional power by early next year. Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." Small 3-row crossover SUVs specifications compared on paper

There's no shortage of three-row vehicles on the market for carrying seven or more people and their stuff wherever they all need to go. Just about every car company has at least one large crossover or traditional SUV with three rows of seats, and there are still plenty of minivans to pick from. But most of these vehicles are large, pricey, and frequently thirsty. Fortunately, there are still a handful of smaller crossovers that deliver 7-passenger capability in a smaller, cheaper package. We've gathered four of the small three-row set here to compare them based on space, power, fuel economy, pricing, and more. They include the very old Dodge Journey, the slightly less old Mitsubishi Outlander and Kia Sorento, and the relatively new Volkswagen Tiguan. Engines, transmissions and performance Interestingly, three of the four crossovers here utilize similar engines for their four-cylinder offerings. The Dodge, Kia and Mitsubishi all feature naturally aspirated 2.4-liter four-cylinder engines. Only the Volkswagen Tiguan chooses turbocharging and a smaller 2.0-liter displacement. But because of its turbocharger, the Tiguan's four-cylinder is easily the most potent, making a healthy 221 pound-feet of torque, which is more than 40 more than the Sorento, the crossover with the next most torque. The VW is also second-most powerful, just one horse behind the Sorento. The Outlander is the least powerful in the four-cylinder class. The Journey is only barely better, but it will probably feel as slow or worse thanks to its ancient 4-speed automatic. The four-cylinder Sorento and Outlander each have 6-speed automatic transmissions, and the VW has an 8-speed. The Sorento with a V6 has an 8-speed, too. View 17 Photos Moving up to the V6 class, the Outlander is once again at the bottom. It actually makes less torque than the turbo VW Tiguan. The Journey and Sorento are almost perfectly matched. The Journey makes a bit more torque; the Sorento makes a bit more power. The Journey also gets upgraded to a 6-speed automatic. Another powertrain consideration to bare in mind is whether all-wheel-drive is necessary.
