VW to pay $1B in settlement with US government over V6 diesels

Volkswagen and the US government have come to a settlement for the civil claims against the automaker's 3.0-liter, diesel V6s. Over 83,000 V6 TDI-powered models are currently prowling US roads in violation of emissions laws. The settlement allows VW to recall over 75 percent of its cheating V6 diesels – about 63,000 units – and bring them into compliance. These represent newer VW Touaregs, Audi A6, A7, A8, Q5, and Q7s, and Porsche Cayennes built between 2013 and 2016. According to the company, the recall will bring these so-called Generation Two engines up to emissions specs, provided the EPA and CARB okay the modifications. Should the regulators say no to VW's tweaks, the company will buy back or terminate leases with the affected owners. For older V6 TDIs built between 2009 and 2012, Volkswagen will do broadly the same thing, only in reverse. It will lead with buy backs of older Touaregs and Q7s – the only vehicles the company sold with the earlier engines – but could offer fixes if EPA/CARB give the okay. As part of its agreement over the emissions-cheating V6s, Volkswagen will contribute $225 million to the "environmental remediation trust" it established as part of its settlement over cheating 2.0-liter TDIs. VW is also on the hook for $25 million with CARB, bringing the total for the six-cylinder part of its emissions cheating scandal to around $1 billion, Automotive News reports. Elon Musk says VW scandal proves limits of fossil fuel cars

Tesla Motors chief Elon Musk didn't appear to mince words when commenting on Volkswagen's diesel-emissions scandal when making comments at the Federal Ministry for Economic Affairs and Energy conference in Berlin this week, according to Bloomberg News. Musk called the news of scandal "obviously bad." He also used the opportunity to note that he thought the German automotive industry may be lacking when it came to getting its powertrains to cut emissions. Pretty tough talk in Berlin. Musk did note that, when it came to clean electricity generation, Germany was ahead of many countries. But he also used the occasion to note that global industries could do a better job addressing "the chemical constituency" of the world's air and oceans. Musk also spoke to the Belgian press about the VW scandal this week. Asked if people might lose their faith in green technology, Musk said that what the scandal shows is that "we've reached the limit of what's possible with diesel and gasoline. And so, the time, I think, has come to move to a new generation of technology." You can see his comments in the video above, starting at 1:12. Musk made these comments as the automotive industry reacts to news that Volkswagen tried to game the system by manipulating its diesel-powered vehicles to meet worldwide emissions regulations. VW has set aside $7.3 billion to address the issue, and has estimated that at least 11 million vehicles may have been programmed to cheat emissions mandates. As a result of the scandal, VW CEO Martin Winterkorn has stepped down and Porsche chief executive officer Matthias Muller has taken over. For those keeping track, VW sold almost 51,000 diesel vehicles in the US through the first eight months of the year. That is about eight percent less than a year earlier but is probably about three times the number of Tesla Model S electric vehicles Musk sold in the US (we say probably because Tesla discloses neither monthly nor country-specific sales). So, while this may not be a case of diesel envy, Musk did have a pretty wide-open shot to tweak VW and its reliance on diesel technology. North American car buyers get a bit of a slap in the face when it comes to delivery schedules for new the Volkswagen Golf and pumped-up GTI models. We'll just repeat the old chestnut: It's worth the wait... even though it still stinks. This time around, Western Europe is taking deliveries of the new Golf as we speak, and GTI deliveries start between May and July. North America doesn't get the Mk7 Golf or GTI until about July of 2014.
So we approached our first drive of the new GTI with this chip on our shoulder: "You're making us wait? Well, then at least give us the exact car we'll be able to buy. No compromises, mein freund." And so it was that we extracted nearly all of our drive impressions from behind the wheel of what, for the United States, will technically be a model year 2015 two-door Volkswagen Golf GTI Performance with the standard six-speed manual.
