VW to relax ambitious US sales targets?

The Volkswagen brand sold 407,704 cars last year, a 6.95-percent decline compared to 2012, and it's down a further 8.36 percent through the end of April 2014 compared to this time last year. In order to to put the sales football between its Strategy 2018 goal posts, the brand would need to add 100,000 more sales every year to achieve the lofty 800,000-unit target. Coming to grips with how unreasonable that is, VW US CEO Michael Horn has said, "For now, we have to have realistic targets."
The reasons for the brand's slow-down are imprecise, but lots of folks are throwing lots of reasons around. Last November, VW Group Chairman Ferdinand Piech told Bloomberg, "We understand Europe, we understand China and we understand Brazil, [but] we only understand the US to a certain degree so far." Analysts say the brand hasn't had midsize and compact SUV offerings, especially an overdue retail version of the CrossBlue, and the ones it does have are priced too high for their segments. It "didn't introduce enough new engines, or alternative technologies or model variants" for the Passat and Jetta. It devoted so many resources to China that the US market suffered. It was being outspent two-to-one on advertising by competitors. Its J.D. Power dependability ratings aren't high enough to overcome its past. It "has never really taken the US customer seriously." And so on.
There's still no official admission of defeat concerning the target, but reading between the lines there are some VW execs that appear to accept it won't happen short of some deus ex machina. Still,

Here in the U.S. the EPA found defeat devices on certain Volkswagen vehicles. Across the pond however concerned environmentalist groups including [00:00:30] Transportation & Environment say that the issues could be more widespread in Europe. Nico Muzi, a spoken for Transportation and Environment was quoted in the Automotive News as saying: "Volkswagen is just the tip of the iceberg..." Muzi goes on to claim that cheating is widespread, and that results produced from European emissions tests, which are not administered by a government agency, show differences in data that "...are so much, it can't be explained." Clean vehicle manager at Transport & Environment Greg Archer spoke to Bloomberg Business about the need to reform emissions testing in Europe: [00:01:00] [Bloomberg Video Clip] While it's clear that automakers are engineering vehicles and software to perform well on emissions tests, the real question is whether or not other OEMs, besides Volkswagen, are using defeat devices to cheat the tests, either here or in Europe. Volkswagen Tiguan and Touareg take the R-Line

Volkswagen's Detroit Auto Show presence is big on utility this year, with the CrossBlue three-row concept vehicle occupying the lion's share of the limelight, both literally and figuratively. But that isn't stopping Volkswagen from lavishing attention on its already established crossover and sport utility vehicles with new R-Line derivatives. The Tiguan and its big brother Touareg are getting a host of look-faster items to increase their sporting appeal.
On the outside, the Tiguan R-Line receives handsome 19-inch alloys peering out from beneath fender extensions, premium lighting (bi-Xenon headlamps with LED daytime running lamps), along with matching side skirts and a liftgate spoiler. On the inside, sportier accommodations include aluminum trim and a flat-bottom steering wheel with paddle shifters. As with other R-Line models, there are no powertrain modifications to go with the more aggressive visuals (that being the province of R standalone performance models like the R32), though the suspension has been firmed up an unspecified amount. The Tiguan R-Line will be available in front- or all-wheel drive configuration.
