US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

Volkswagen bringing production GTI Clubsport to Frankfurt

"No plans for the car to be sold here." It's probably good I read that part of the email from Volkswagen before I looked at the photos and read the release for the car you see above. It's the production-spec GTI Clubsport. It's coming to the Frankfurt Motor Show. It's awesome. And I want one. I know, I'm kind of a GTI fanboy, but really, there's a lot to like here. The special-edition hot hatch is essentially a road-going version of the concept Volkswagen brought to Worthersee this year, complete with a more powerful engine. It produces 261 horsepower – a healthy increase over the 210 hp of the base GTI (or 220 if the car is fitted with the performance pack) – and can even crank out 286 hp for short bursts, thanks to an overboost function. Hitting 62 miles per hour takes six seconds flat with the six-speed manual gearbox, and that time is reduced to 5.9 seconds should you opt for the six-speed dual-clutch automatic. Even with these upgrades, VW says the GTI Clubsport will still return nearly 34 miles per gallon with the manual transmission. Volkswagen doesn't specifically mention any chassis upgrades, however. In its press release, VW simply says that the GTI Clubsport "has groundbreaking handling properties at high speeds and breathtaking cornering speeds." Cool. I'm sure it'll be a riot. A lot of the exterior is new: the front bumper, side sills, rear diffuser, roof spoiler, and aluminum wheels are all unique to the Clubsport. Buyers can choose between 18- or 19-inch rollers, the tailpipes are larger than those on a standard GTI, and the LED lights out back have a black/red, dark finish. Inside, the Clubsport comes with racing buckets covered in tartan fabric (of course) and there's Alcantara everywhere. Fellow GTI fans, get excited about this one – even if it's just another delicious piece of forbidden fruit. Still, I can't wait to see it live in Frankfurt next week. Volvo, Daimler, Traton join forces to build electric truck charging network

Volvo Group, Daimler Truck and Volkswagen's AG heavy-truck business the Traton Group announced on Monday a non-binding agreement to build a network of high-performance public charging stations for electric heavy-duty long-haul trucks and buses around Europe. The news was first reported by Reuters. The three major European automakers will invest ˆ500 million (~$593 million USD) to install and operate 1,700 charging points in strategic locations and close to highways. They intend to finalize the agreement by the end of this year and start operations next year, with the hopes of increasing the number of charge points significantly as the companies seek additional partners for the future joint venture. The venture is meant to be a catalyst to prepare for the European Union's goals of carbon-neutral freight transportation by 2050. One of the main deterrents for both individuals and freight companies for switching to EVs has historically been a lack of charging infrastructure. By building that infrastructure, Volvo, Daimler and Traton can also expect to boost their own sales of electric trucks and buses. “It is the joint aim of EuropeÂ’s truck manufacturers to achieve climate neutrality by 2050," Martin Daum, CEO Daimler Truck, said in a statement.  "However, it is vital that building up the right infrastructure goes hand in hand with putting CO2-neutral trucks on the road. Together with Volvo Group and the Traton Group, we are therefore very excited to take this pioneering step to establish a high-performance charging network across Europe.” The partnership between Volvo and Daimler isn't unprecedented. In May, the two competitors teamed up to produce hydrogen fuel cells for long-haul trucks to lower development costs and boost production volumes. This latest venture is another signal that major companies are banding together to solve climate-related issues in the industry. European car industry association ACEA has called for up to 50,000 high-performance charging points by 2030. Traton CEO Matthias Gruendler told Reuters that roughly 10 billion euros would be needed to build out Europe's infrastructure to be fully electrified by 2050. According to a statement released by Volvo, this venture is also a call to action for others with a stake in the industry, like automakers or governments, to work together to ensure the rapid expansion needed to reach climate goals.
