This month's deals on wheels: 3 cars with incentives, rebates

On television, they come at you rapid-fire: truck deals, car deals, SUV deals. You don't have time to read the fine print, and many sound too good to be true. What follows are three deals that are both good and true. And check out our entire list of incentives and rebates. VOLKSWAGEN JETTA: With Dieselgate winding down and VW's all-new three-row SUV – the Atlas – winding up, Volkswagen is selling sedans with incentives. The Jetta remains VW's bestseller in the US. If you're looking for an immodest deal on modest transportation, you can do worse than a lease on the 2017 Jetta S. THE DETAILS: Purchase at 0.9% APR (no down payment required, available on new 2017 Jetta models financed by Volkswagen Credit, participating dealers only). At that rate, you could save $1,600 over the life of a loan. Offer ends May 1, but given the tepid market interest in sedans, incentives will probably continue through the balance of the model year. NISSAN TITAN CREW CAB: While some buyers will wait for Nissan's recently announced Titan King Cab, and commercial users will grab the regular cab and 8-foot bed, we'll recommend a lightly optioned 4X4 crew cab with standard V8 power, California-penned sheetmetal and a made-in-America footprint. Nissan's full-size pickup is finally a credible competitor in the pickup segment. THE DETAILS: With $3,500 cash back, on top of whatever deal you negotiate, Nissan is effectively reducing the window sticker of a Titan S crew cab by almost 10 percent. MITSUBISHI OUTLANDER: Some cars show up on buyers' radar, some don't. Some aren't anywhere near the radar room. Mitsubishi's Outlander is one of those. But that doesn't diminish its basic attractiveness, especially for young families looking for an affordable three-row SUV with responsive power and competitive features. Add one of the industry's longest warranties and a compelling deal, and you suddenly have reason to track down a Mitsubishi dealer. THE DETAILS: It couldn't be simpler – negotiate your best deal on a 2017 Mitsubishi Outlander, and then receive a $2,000 rebate; on a remaining 2016, it's $3,000. We'd select a fully-equipped GT 3.0S – AWC, which hooks Mitsubishi's V6 to a conventional automatic (vs. a CVT on lower-priced models) and all-wheel drive. Volkswagen Golf Wagon caught completely uncovered

Without a lot of information to go with them, our camera-toting spies have captured some new images of a Volkswagen Golf wagon variant that is almost completely undisguised. In fact, the one piece of camouflage on the tidy wagon would probably have gone unnoticed to most casual viewers. Look closely at the rear three-quarter view of the car and you'll notice that the apparent taillight clusters are actually fakes - the outline of the real units is faintly visible behind the blue bodywork and the sticker-like fake taillights.
It's a good guess then, that this Golf wagon (called a Golf Kombi by our spy photographer) is a prototype that's pretty far along in the development cycle for Volkswagen. We can't be sure what impact this will have on the company's small wagon offering here in the US, but we'd be pretty surprised if something very like this didn't end up as the next Jetta SportWagen. We might well have more information on that front, after we visit Geneva next week.

Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.
