Recharge Wrap-up: New Mitsubishi Evo PHEV, Amsterdam buses go all electric by 2025

Mitsubishi hopes to launch a new vehicle badged as the Evo based on the Concept XR-PHEV II. Mitsubishi President and COO Tetsuro Aikawa tells Autocar the new vehicle will share characteristics with the outgoing Lancer Evolution loved by enthusiasts, but will feature a plug-in hybrid powertrain in the body of a compact crossover. "In Japanese, when you pronounce 'Oh,' it means 'king,'" says Aikawa. "So we would like to launch this type of car, featuring EV and PHEV technology, which is the ultimate of its kind. 'EV' for electric vehicle, 'O' for king - Evo." The Mitsu boss also envisions the four-wheel-drive Evo to be "light and fast - something performance-oriented." Read more at Autocar, or at Hybrid Cars. Amsterdam aims to have all its buses running on electric power by 2025. Within two years, the city will have 40 electric buses in operation, and will phase out the rest of the diesel fleet in the following years. "This project means we are saying goodbye to symbolic behavior and pilot projects," says transport alderman Abdeluheb Choho. "We have decided to just do it, not to experiment with five buses." Read more at Clean Technica. BMW and General Motors are both listed in the top five US organizations generating and using green energy onsite. In an EPA list, BMW's Spartanburg, South Carolina manufacturing facility is number four, with credit going to its use of landfill gas. In 2013, 69,383,477 kWh - or 37 percent of its total usage - came from green energy. GM's Fort Wayne Assembly was number five, with 43 percent of its power coming from methane from a nearby landfill. Volkwsagen also made the Top 30 list, at number 15, for its Chattanooga assembly plant's use of solar power. See the EPA's full list, and read more at Green Car Congress. Volkswagen will release its 2014 sustainability report on Twitter on Monday, May 4. It will be the first step in using the social medium to distribute information on economic, environmental and social sustainability to a larger audience. The report will include a section called "Electrifying China with a tailor-made efficiency strategy," which focuses on reducing CO2 emissions through the use of electric vehicles. EPA message to automakers: You're on notice

With top administrator Gina McCarthy speaking about the "moral obligation for climate action" on Friday, the Environmental Protection Agency announced it would ramp up its oversight of the auto industry in the wake of Volkswagen's emissions cheating. In a letter sent to manufacturers Friday, the agency said it would begin examining cars to see whether they contained defeat devices "in addition to the standard emissions test cycles." "We are putting vehicle manufacturers on notice." Exactly how the agency plans to test for these devices – which are not devices per se, but algorithms contained in millions of lines of software code that govern vehicle functions – remains unclear. Christopher Grundler, the director of the EPA Office of Transportation and Air Quality, divulged few details in how the agency would uncover so-called defeat devices used by cheaters. "Not today – or actually ever – I'm not going to be describing what new ways we'll be using to detect these defeat devices." Later, he said engineers will have to "come up with some clever ways to do this." The only insight he offered was that the EPA, California Air Resources Board, and Environment Canada would partner on testing more cars for emissions and anomalies. Grundler also said the EPA would diversify its testing fleet. In addition to relying on vehicles provided by manufacturers, the federal agency will now also borrow cars from "private citizens" and utilize rental cars for tests. "We are putting vehicle manufacturers on notice," he said. Joint investigations between EPA and CARB have "been very successful in protecting human health and the environment," said Janet McCabe, the agency's acting administrator in the Office of Air and Radiation. "But we also know, and the Volkswagen violations before us now make it clear, we need to adapt and step up our oversight." That may include an increase in on-road testing in addition to the five emissions tests now more relied upon. The EPA owns and maintains 23 portable emissions-monitoring systems like the one used by West Virginia University researchers who first detected elevated levels of nitrogen oxide emissions from two Volkswagen diesel vehicles. Right now, they're almost exclusively deployed to monitor emission from heavy-duty vehicles, whose NOx emissions "dwarf" the amount produced by light-duty vehicles, which produce less than 2 percent of the total, according to the agency's figures.

New Volkswagen Beetle is on the way

Recent reports have suggested that the future of the Volkswagen Beetle could be in jeopardy, but those rumors have now been squashed. Dr. Heinz-Jakob Neusser, member of the board of management responsible for development at Volkswagen, confirmed to Autoblog that not only will the Beetle live on, a new generation will arrive in "the next up to three years." The next Beetle will move to Volkswagen's scalable MQB architecture. These bones currently underpin the Golf in the US, as well as a range of products available in Europe and other markets. That's not really surprising, given the MQB architecture's flexibility. But what's interesting is that, according to Neusser, using the MQB platform opens the door for electrification possibilities in the Beetle. That could mean a hybrid drivetrain, or even a fully electric example like the e-Golf hatchback. The Beetle "will remain an emotional design," Neusser told Autoblog. That said, it will be "developed in a new design language," in keeping with Volkswagen's plans to offer "much more dynamic, much more emotional" designs on its future cars. "We would like to support more emotional potential [for the Beetle]," Neusser said. This can certainly be seen here at the New York Auto Show, where Volkswagen is rolling out four showcars that demonstrate the potential for unique versions of the Bug. Even beyond that, Volkswagen has already confirmed that the Beetle Dune concept will see production, and Neusser hinted that while the New York showcars are still being evaluated, the Denim convertible will likely come to market. So the future is anything but grim for the Beetle. And in fact, there's a whole lot of potential for Volkswagen's iconic two-door. Related Video:
