The EPA and Department of Energy have released the 2015 Fuel Economy Guide. Unsurprisingly, the groups say that this year features more fuel efficient and low-emissions vehicles than previous years, and they span a greater variety of vehicle types. The guide also provides "best-in-class" lists, greenhouse gas ratings and estimated fuel costs for each vehicle. The EPA and DOE hope that car buyers will use the guide to help choose cars that are better for the environment and the climate. Check out the guide for yourself or read more in the press release below. To get from one WEC race to the next, Porsche ships its 919 Hybrid LMP1 cars by air. As the team travels around the world - from continent to continent - it must take 35 tons worth of cargo with it, including two LMP1 cars. That means draining fluids, partially dismantling the cars, and fitting everything into a 747. The team also ships items by sea, which requires shipping extra sets of items due to the longer shipping times. "It's all about efficiency," according to Porsche. Read more in the press release below. Terra Motors is unveiling the A4000i electric scooter, which it will sell in Europe, at the EICMA motorcycle show in Milan. The A4000i, which features smartphone connectivity, will be the company's European flagship model. Terra Motors will begin selling in Italy, and plans to make arrangements to sell in several more countries shortly after. Terra hopes to set up manufacturing in Europe, as well. Also on display at EICMA is the company's Bizmo II electric scooter, which has a driving range of 93 miles on a single charge. Read more in the press release below. Volkswagen is providing a 2015 e-Golf to Stanford University for research. The car will be used to study electric mobility, improvements in the driving experience and people's driving behavior and attitudes toward EVs. Tanner Foust drifts in with new VW Passat [w/video]

Tanner Foust, like many drifting and rallycross names, may have had a long track record with Ford, campaigning Blue Oval drifters in Formula D, the X Games and the Global RallyCross Championship. He won a few medals with Nissan too. But these days he's all about the Volkswagens. He drives a Beetle in the aforementioned GRC, but is now set to return to Formula Drift with the Passat you see here. The Top Gear USA co-host's new ride is ostensibly based on the German sedan we all know, but instead of a 1.8 turbo, a V6, a TDI or even a W8, this one packs a 7.4-liter V8. That mammoth mill sends about 700 horsepower to the rear wheels through a four-speed transmission, but will churn out a good 900 hp on nitrous. In short, it should be better suited towards drifting than the Passat 4Motion this writer tried to slide so many times in his youth. Ex-Fiat exec: VW diesel scandal will hurt plug-in hybrids

It doesn't sound right at first blush, but former Fiat executive and noted diesel-powertrain expert Rinaldo Rinolfi thinks that plug-in hybrid sales may be more impacted by the VW diesel-emissions scandal than diesel sales. Rinolfi, who worked for Fiat for 40 years, told Automotive News Europe, said that the Euro 6 emissions rules that went into effect in 2015 have already increased diesel-engine production costs enough to raise prices and ultimately flatten demand. By the end of the decade, diesel-vehicle sales will settle in at a 40-percent market share of new European vehicles, and that was going to happen with or without the scandal. "Every carmaker has found ways to achieve fuel consumption and emissions results that have progressively diverged from the real driving conditions." - Rinaldo Rinolfi Makers of plug-in hybrids have more to lose, though, because every PHEV maker has figured out a way to keep emissions figures artificially low, Rinolfi said. Under New European Driving Cycle (NEDC) standards, PHEVs can be tested part of the time with the electric motor in action, meaning emissions get driven down to 30 percent to 40 percent less than real-world figures. With the VW scandal pushing regulators to use real-world figures, those PHEV emissions numbers are expected to rise substantially. To a lesser extent, hybrid emissions figures are also tested as artificially low. "Over the years, even without defeat devices, every carmaker has found ways to achieve fuel consumption and emissions results that have progressively diverged from the real driving conditions the customer experiences," Rinolfi said in the Automotive News Europe interview. Rinolfi is a little sunnier about compressed natural gas (CNG) vehicles, estimating that CNG emissions are as much as 25 percent lower compared to conventional vehicles. As for battery-electrics, he's not so optimistic, estimating that there needs to be at least a tenfold improvement in energy efficiency for EVs to be truly competitive with conventional vehicles. "I've been waiting for a true breakthrough for the past 25 years, but I've not seen it yet," Rinolfi said about EVs in the Automotive News Europe interview.
