French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. Inexpensive, small pickup trucks used to be everywhere in the US, whether they were from Japanese brands like Datsun or Toyota, the truly weird Subaru Brat or even from Europe with the Volkswagen Caddy based on the Golf. These days that market has completely disappeared, but if you're willing to pick up some tools to build your own, there's a company out there bringing the Caddy back as a kit for the Jetta.
Mark Smith knows a thing about building a vehicle at home. He has over two decades in the DIY-car business as a co-founder of Local Motors and the company that became Factory Five Racing. His latest venture is Smyth Performance and already offers a mid-engine, VW-based kit called the G3F. His new product, though, started as a fluke. "I just wanted a shop truck," said Smith to Autoblog. He already had a Ford F-450 but found that he was driving around with the bed empty most of the time. The result was a pickup truck based on the fourth-generation Jetta that he dubbed the Ute.
The kit retails for $3,500 and ships in three, big boxes, and it's designed to be built and painted in a weekend. Buyers get fiberglass exterior panels, a fiberglass rear window surround, sliding rear window, an aluminum reinforced bed with a tubular steel subframe, taillights, a fully functional steel tailgate, and other parts. In the end, you get a vehicle with a six-foot bed and a payload of around 700-750 pounds. The Ute maintains all of the factory suspension, fuel tank and emissions equipment and requires just a few cuts in the body to complete. "We did a modern Caddy," admits Smith.

In the latest episode, Piech isn't happy with Volkswagen's appointment of two of his nieces – Julia Kuhn-Piech and Dr. Louise Kiesling – to replace he and his wife on the automaker's supervisory board. The recently ousted chairman could try to stop them. According to German publication Bild, Piech thinks his two relatives lack the necessary automotive experience to serve on the board. Therefore, he suggests one-time Ford Premier Automotive Group boss Wolfgang Reitzle and former Siemens manager Brigitte Ederer to take the seats. However, a VW spokesperson told Automotive News Europe that there were no objections to the women's appointment, except for this story from Germany. Piech's nieces are already officially appointed to the VW supervisory board, and it's approved by the Braunschweig Local Court in Germany. His only real option to challenge them would be to file a lawsuit, according to Automotive News Europe. While the new appointees don't have their uncle's decades of history in the auto industry, they do have business experience. Dr. Kiesling has a degree in vehicle design from the Royal College of Art in London and is the managing director of an Austrian textile maker. Kuhn-Piech works in real estate sits on the supervisory board of German truck maker Man.
