Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

A video shows the difference in Tesla Model S charging speeds with different chargers. The video compares the 60- and 80-kWh versions of the car using a Tesla Supercharger, a CHAdeMo fast charger and Tesla's High Power Wall Connector (HPWC). With the Supercharger, both models charge from to 80 percent in 44 minutes. It's over an hour and a quarter for both cars with the CHAdeMo, but they're about neck and neck in terms of time. Volkswagen had prototype hybrid technology back in the 1970s. A book called The Complete Book of Electric Vehicles by Sheldon Shacket describes the technology used in Volkswagen's Hybrid-Electric City Taxi prototype, which was based on the Type II microbus. It used the automaker's 1.6-liter air-cooled flat-four (borrowed from the Beetle) along with a Bosch DC shunt electric motor and 11 lead-acid batteries. Interestingly, the hybrid taxi prototype also featured an electric sliding door and a bulletproof bulkhead separating the driver from the passengers. Read more at Jalopnik, and at Green Car Reports. Country music star Lee Brice is going on tour fueled by biodiesel. Partnering with nonprofit environmental organization Reverb, Brice is using the biofuel to travel to college campuses. "We're hoping to offset the environmental impact of the tour by supporting clean energy projects and using buses and trucks fueled with locally produced biodiesel," says Brice, who is personally focused on natural preservation and water conservation. Elon Musk says VW scandal proves limits of fossil fuel cars

Tesla Motors chief Elon Musk didn't appear to mince words when commenting on Volkswagen's diesel-emissions scandal when making comments at the Federal Ministry for Economic Affairs and Energy conference in Berlin this week, according to Bloomberg News. Musk called the news of scandal "obviously bad." He also used the opportunity to note that he thought the German automotive industry may be lacking when it came to getting its powertrains to cut emissions. Pretty tough talk in Berlin. Musk did note that, when it came to clean electricity generation, Germany was ahead of many countries. But he also used the occasion to note that global industries could do a better job addressing "the chemical constituency" of the world's air and oceans. Musk also spoke to the Belgian press about the VW scandal this week. Asked if people might lose their faith in green technology, Musk said that what the scandal shows is that "we've reached the limit of what's possible with diesel and gasoline. And so, the time, I think, has come to move to a new generation of technology." You can see his comments in the video above, starting at 1:12. Musk made these comments as the automotive industry reacts to news that Volkswagen tried to game the system by manipulating its diesel-powered vehicles to meet worldwide emissions regulations. VW has set aside $7.3 billion to address the issue, and has estimated that at least 11 million vehicles may have been programmed to cheat emissions mandates. As a result of the scandal, VW CEO Martin Winterkorn has stepped down and Porsche chief executive officer Matthias Muller has taken over. For those keeping track, VW sold almost 51,000 diesel vehicles in the US through the first eight months of the year. That is about eight percent less than a year earlier but is probably about three times the number of Tesla Model S electric vehicles Musk sold in the US (we say probably because Tesla discloses neither monthly nor country-specific sales). So, while this may not be a case of diesel envy, Musk did have a pretty wide-open shot to tweak VW and its reliance on diesel technology.
