ACEEE strips away VW's green car scores

The American Council for an Energy-Efficient Economy (ACEEE) is confirming that the Volkswagen diesel-emissions scandal has put a black mark on its green ratings. As a result, the group is pulling VW diesel vehicles off of its "Green Scores" list because it was recently revealed that VW diesels might be emitting as much as 40 times the nitrogen oxide (NOx) emissions during normal driving as the official test results show. The ACEEE added that other German makers of diesel vehicles' "Green Scores" are safe, for now. Diesels from VW and the company's Audi division didn't exacatly top the ACEEE's list of greenest vehicles for 2015. That honor went to electric vehicles like the Smart ForTwo ED, Chevrolet Spark EV and Fiat 500E. The Toyota Prius C hybrid snuck in at number 4, while the Nissan Leaf battery-electric took the fifth spot. That said, the VW diesels did perform pretty well, according to the group. "These scores are no longer reasonable estimations of the environmental impact of the Volkswagen diesels. Volkswagen's diesel cars have performed well on ACEEE's annual rankings since 2009, hovering just below our list of the top twelve "Greenest" vehicles with Green Scores in the high 40s," wrote Shruti Vaidyanathan, senior transportation researcher at the ACEEE. "However, a 40-fold increase in on-road NOx would mean that these vehicles did not deserve those high Green Scores." For those curious, the Ram 2500 pickup topped the ACEEE's "Meanest" vehicle of 2015, followed by the Chevrolet G2500 Express/GMC Savana. Volkswagen has now acknowledged using so-called "defeat devices" on its diesel cars that turn on full emissions control technologies while in testing mode but allow the vehicles to emit nitrogen oxide levels up to 40 times the certified level during normal operation.

French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. California orders VW Group to fix 15,000 3.0L diesel vehicles

The California Air Resources Board has ordered Volkswagen to come up with a plan for repairing approximately 15,000 cars sold in the state that contain illegal software that may circumvent emissions testing. In a letter sent to Volkswagen Group of America and several company brands, CARB's chief emissions officer says the company has 45 business days to submit a recall plan that will fix affected Volkswagen, Audi, and Porsche models equipped with 3.0-liter diesel engines sold in the state since 2009. "We expect full cooperation in this investigation so this issue can be addressed expeditiously and appropriately," wrote Annette Herbert, chief of emissions compliance. The violations first surfaced in a meeting last week between California regulatory officials and Audi executives. In that meeting, Audi admitted certain versions of A6, A7, A8, Q5 and Q7 models contained three previously undisclosed auxiliary emissions control devices. An auxiliary device is not necessarily the same as a defeat device that intentionally cheats on emissions testing, but Audi and other affected brands hadn't disclosed the existence of the AECDs, which is a violation of the state's health and safety code. Had they been disclosed prior to vehicle certification, there's a possibility CARB may have approved use of the devices. In a statement Wednesday, CARB did not elaborate on whether it considered the three devices mere AECDs or defeat devices. When Volkswagen submits its plan to fix the cars, CARB says it must include an assessment of how the repairs will affect fuel economy, performance, drivability, and the safety of each vehicle. The 15,000 cars affected in California are part of roughly 85,000 nationwide which contain the affected 3.0-liter engines. The US Environmental Protection Agency may soon address how it expects Volkswagen to fix the remaining cars. "EPA and CARB are working closely and continue to investigate following the admission by Volkswagen that the issues EPA identified in the November 2nd NOV (Notice of Violations) extend to all 3.0-liter diesel Volkswagen, Audi, and Porsche vehicles," an agency spokesperson said in a statement Wednesday. "EPA will take all appropriate enforcement action." The 3.0-liter developments, of course, come on top of the company's September admission that 482,000 diesels equipped with 2.0-liter engines contain defeat devices that detect emissions testing and alter the cars' performance.
