"I take advantage of any excuse to drive it; just banging around town, errands, short runs on the interstate, delivering my granddaughter to school in the morning," he says. Elon Musk will speak at the Automotive News World Congress in January. The Tesla CEO is a featured speaker for the program, "Setting the Pace in a Thriving Market." Production of the Toyota Rav4 EV has ended. The shipment of the final Toyota EVs concludes Toyota's deal to source batteries from Tesla. Of the 2,600 Rav4 EVs to be produced, there are probably just a few hundred left to be sold, most of which are likely to be gone by the end of October. Read more at Inside EVs. Cadillac will likely show an improved version of the ELR at the Los Angeles Auto Show in November. The 2016 ELR will include unspecified "engineering enhancements," according to Cadillac spokesman David Caldwell. There will be no 2015 model, as the 2014 model will be sold until the 2016 ELR goes on sale in the first half 2015. Read more at Edmunds. Uber executives, along with Illinois Governor Pat Quinn, have announced a major expansion of the ride-hailing company's Chicago headquarters. Uber also plans to add 420 jobs by the end of 2016. "Uber's new expanded headquarters will allow the company to continue its rapid growth and serve its riders and drivers throughout Illinois," says Governor Quinn. Last month, Quinn vetoed legislation that would have put restrictions on companies like Uber in the state. Read more in the press release below. EPA says automakers ahead of schedule for 54.5 MPG by 2025

Remember, the target is 54.5 miles per gallon by 2025. Today, the CAFE level is a little over 30. How we get from here to there is something the US Environmental Protection Agency (EPA) is monitoring closely. Thus, the EPA just released an annual flash report on how the auto industry is progressing towards meeting the nation's fuel economy goals. Overall, the industry is doing almost 10 grams per mile (equivalent) better than the rules require. The good news is that the industry is a bit ahead of schedule. In the report (see page iii), the EPA breaks things down by automaker based only on MY12 numbers. Tesla is at the top of the list (which is ranked by over-compliance with 2012MY CO2 standards), but for our money, the real leader is Toyota. The Japanese automaker built the second-highest number of vehicles (2,020,248, after General Motors' 2,364,374) but racked up the most net 2012 over-compliance credits (13,163,009 metric tons). That's an average of over 6.5 metric tons per vehicle. The next closest is Honda, with just over five metric tons of credits per vehicle. Given the MPG fiasco with Hyundai and Kia, the EPA says, "we are excluding Hyundai and Kia data because of the ongoing investigation into their testing methods," but overall, the rest of the industry has credits worth 25,053,168 metric tons of CO2, which means it's doing almost 10 grams per mile (equivalent) better than the rules require. Go team. For now, the numbers in this report (and there are a lot more of them – get the 59-page PDF for yourself here), can't really be used to understand everything from the first year of the new CAFE program. The EPA writes, "Because the program allows credits and deficits to be carried into future years, at the close of the 2012 model year no manufacturer is considered to be out of compliance with the program. ... Compliance with the 2012 model year standards can't be fully assessed until the end of the 2015 model year." There are a more interesting tidbits in the report, such as the fact that Fisker produced 1,415 model year 2012 vehicles, Tesla made 2,952. Remember, too, that CAFE numbers don't equal the fuel economy you see in your daily drives. In the real world, the 54.5 CAFE level will be about 40 mpg, and the average fuel economy today is around 25 mpg, so we have a ways to go, no matter how you measure it. Toyota promoting Mirai as if hydrogen tax credit never went away

At the end of December, the US federal government let the $8,000 tax credit for hydrogen-powered vehicles expire. Despite this little wrinkle, Toyota is still promoting the upcoming 2016 Mirai fuel cell vehicle as a car that will cost under $50,000. In some cases a lot less, since it may also qualify for a $5,000 incentive in California. The car has a $57,500 MSRP, but Nihar Patel, vice president of North American Business Strategy for Toyota Motor Sales, spoke at the 2015 Washington Auto Show last week, and said that the Mirai could cost $44,500 in California. You can see this in the video at around minute four. Toyota knows that the federal incentives have expired, since the real news from the show was Patel's public request to the federal government that the $8,000 tax credit be extended. "We think that the federal credit expiration last year puts [hydrogen] customers in a fairly disadvantageous postion," he said. Plug-in vehicle buyers can still get up to $7,500 tax credit and, "we believe that this inequity needs to be fixed," he said. You can see this in the video at minute 10:20. Toyota said including both the after-incentives price and the call to reinstate those incentives was intentional since it shows a discrepancy between hydrogen and plug-in vehicles in the eyes of the feds. We asked Toyota's director of Energy and Environmental Research, Technical and Regulatory Affairs, Robert Wimmer, for more details on Toyota's request. "[The Mirai] being a ZEV and battery electrics also being ZEVs, we just want to make the playing field as level as possible," he said, adding that any extension would last "for the run of the vehicle," which would be three years. He admitted that the extension might only be for one or two years, if it happens at all. (A Toyota spokesperson clarified to AutoblogGreen that the Mirai program will not end after three years.) And that's the problem. "The tax process is difficult to predict," he said. "The two challenges we have now are that both houses of Congress are Republican and also that there has been talk for a while about comprehensive tax reform. If that moves forward, then extenders would probably be put on the back burner as comprehensive tax reform is discussed." Wimmer would not reveal any details about how Toyota is pressuring the government to act, only saying that Toyota's has people lobbying up on Capitol Hill.
