Recharge Wrap-up: BMW plans for retired batteries; automakers support dual-standard chargers

Toyota will test hybrids with silicon-carbide (SiC) power semiconductors. In Japan, Toyota has put the SiC power semiconductors into the power control units of a Camry Hybrid prototype and a fuel cell bus for a year-long test. Research suggests the SiC units will decrease electrical losses while managing power supply, thus improving overall powertrain efficiency. Current power semiconductors account for about 20 percent of electrical losses, and success with these tests could mean more efficient hybrids on the roads in the future. Read more at Hybrid Cars. Automakers from CCS and CHAdeMO camps are supporting dual-standard charging station networks. https://www.autoblog.com/bmw/, Volkswagen (CCS camp) and ChargePoint announced plans to build "express charging corridors" by installing about 100 DC fast chargers, many of which will support both types of charging. Kansas City Power & Light is partnering with Nissan (CHAdeMO camp) and ChargePoint to install DC chargers that "will charge any model of electric vehicle on the market." BMW, Bosch and utility company Vattenfall are making plans for a second life for retired BMW i3 batteries. The Second Life Batteries Alliance project will recycle the old lithium ion battery packs - which can still hold a charge - in off-grid storage and grid-stabilization applications, beginning with a grid storage system in Hamburg, Germany. Bosch has created a battery management algorithm to extend the life of the batteries and make sure they don't cause harm to Vattenfall's facilities. Read more at Transport Evolved.

Europe on track to buy more PHEVs than hybrids by 2019

LMC Automotive, formerly the forecasting division of J.D. Power & Associates, predicts that plug-in hybrids will sell better than conventional hybrids by 2019. By 2021, it envisions PHEV sales at 600,000 units yearly compared to 325,000 standard hybrid sales, and by 2024 PHEV sales are expected to account for 1.2 million sales every year. Part of LMC's prediction is based on a few factors, such as that it believes "electric-only operation will come to be seen as a true luxury characteristic and will be prized sufficiently to command significant premiums." Certain PHEVs are helped in countries like the UK and The Netherlands by generous incentives or other perks, like avoiding inner London's congestion charge, that allow them to address their price differences compared to standard offerings. And the number of PHEVs on the market will soon eclipse regular hybrids, coming from makers across the spectrum. Volvo has twice recently, and only belatedly, learned of the popularity of PHEVs: in 2013 it had to triple production of the V60 PHEV, and just this month it said demand for its XC90 PHEV is four times expectations. The Porsche Panamera E-Hybrid is outselling the traditional hybrid Panamera by more than seven-to-one. And then there's Mitsubishi Outlander PHEV, Europe's best-selling PHEV with 19,855 units, a volume more than three times larger than the second-best seller. Although LMC sees hybrid growth slowing, they're still doing well. Toyota and Lexus build the top-five selling traditional hybrids in Europe, combining for 72 percent of European sales, with the new Auris and Yaris hybrids alone selling 123,506 units in 2014. For LMC's forecast to come true, Europe will need a spectacular change in buying habits, since the top ten conventional hybrids tallied 175,847 sales in 2014, and the top ten PHEVs rang up 36,138 sales. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
