Recharge Wrap-up: Couple wins Toyota Mirai; Tesla Gigafactory wages reported

A couple who won a Toyota Mirai at the Los Angeles Auto Show are among the first people to own the new fuel-cell sedan. Marianne Ellis bought the winning ticket - auctioned off by the Environmental Media Association to fund environmental programs - as a possible 30th anniversary gift for her husband, David. The excited couple picked up their ceremonial keys at the LA Auto Show on Wednesday. "For us, it's about being at the cutting edge of change," says Marianne Ellis. "It's a chance to support environmental causes and clean energy, while showing it's possible to make a car like this part of your lifestyle." The salaries for 6,500 full-time employees at Tesla's Gigafactory battery production facility have been reported. According to the Reno Gazette-Journal, the 4,550 production associates and 200 material handlers will be paid $22.79 an hour. 460 equipment technicians and 360 quality technicians will get $27.88 an hour. 930 engineers and senior staff will earn $41.83, or $87,000 a year. The National Biodiesel Board (NBB) has elected its governing board members. The board leaders include Sprague Operating Resources Chairman Steven J. Levy, Minnesota Soybean Processors Vice Chair Ron Marr, American Soybean Association Treasurer Mike Cunningham and Nebraska Soybean Board Secretary Greg Anderson. NBB also filled four more spots on the board, discussed federal policies, began program planning and recognized outstanding member involvement in the biodiesel industry. The DOE calls electrolysis, photoelectrochemical, biological and solar-thermochemical key areas of hydrogen production and has made advances in each. The DOE is looking into technological advancements in making the clean fuel and ways to reduce production costs. The DOE has also outlined various plans for the 2015 fiscal year with regard to advancing hydrogen technology, with the goal of getting hydrogen prices in line with other fuels. Toyota wrote Autoblog to ask if we could spread the word about the Takata airbag inflator recall. Defective inflators remain installed in tens of millions of cars made by 19 carmakers, with manufacture dates that go back to the year 2000. Each inflator compounds the risk of serious injury or death in an airbag-activating crash. With a new ad campaign called "in about an hour," Toyota wants to make sure that unaware owners, or overly busy owners, know they can get their Toyota, Lexus, and Scion vehicles repaired free of charge in about the time it takes to do a load of laundry. The campaign focuses on cities in three so-called Zone A states where hot, humid climates worsen the threat of the ruptured inflators: Los Angeles, Dallas, and Miami. However, every owner everywhere who cares about his life, or his child's life, should at least check to see if his car is affected. All it takes is a quick VIN entry at the dedicated recall site at Toyota.com/Recall. The results will let you know if your car is affected and, if so, locate a local dealer for the free fix. The National Highway Transportation Safety Administration said the Takata affair has become "the largest and most complex safety recall in U.S. history." The numbers so far suggest the recall covers more than 42 million vehicles and more than 60 million airbags. Autoweek keeps an updated list of Takata information, including every make and model on the recall list. Consumer Reports published a list of frequently asked questions covering issues directly related and tangential to the recall. The 19 automakers maintain pages dedicated to the issue; Fiat Chrysler lists every relevant model and how it prioritizes repairs by Zone, Honda says it offers a free rental car while owner cars are repaired, Daimler vans says its fix only takes about an hour. US Congress lets $8,000 hydrogen vehicle tax credit expire

When Toyota introduced the 2016 Mirai last month in preparation for a launch late next year, it said that the hydrogen car will have a $57,500 MSRP and that there will be a federal tax credit available worth up to $8,000. The problem, as we noted at the time, is that that federal credit was set to expire at the end of 2014. The technical language of the current rule says that someone who buys a fuel cell vehicle, "may claim a credit for the certified amount for a fuel cell vehicle if it is placed in service by the taxpayer after Dec. 31, 2005, and is purchased on or before Dec. 31, 2014." With the 113th Congress now finished up for the year and legislators headed home for the holidays, we know one thing for certain: the federal tax credit for hydrogen vehicles was not updated and will end as we're all singing Auld Lang Syne next week. All of this isn't to say that Mirai buyers won't be able to take $8,000 off the price of the car 12 months from now. For proof of that, we only need to look at other alternative fuel tax incentives and realize that this Congress simply isn't moving fast enough to deal with things that are expiring right now. One of the last things that the 113th Congress did in December was to take up the tax credits that expired at the end of 2013 and renew some of them. Jay Friedland, Plug In America's senior policy advisor, told AutoblogGreen that PIA and other likeminded organizations worked with Congress to extended the electronic vehicle charging station (technically: EVSE) tax credit that was part of the Alternative Refueling Tax Credit in IRS Section 30(C) through the end of 2014. "Individuals can deduct 30 percent of the cost of purchasing and installing an EVSE up to $1,000; businesses, 30 percent up to $30,000," he said. "This tax credit is applied to any system placed into service by 12/31/14 and is retroactive to the beginning of the year. So go out and buy your favorite EV driver an EVSE for the holidays," he said. An electric motorcycle credit was killed at the last minute as Congress was getting ready to leave, but H.R. 5771 did extend the Alternative Fuels Excise Tax Credits for liquefied hydrogen and other alternative fuels. These sorts of tax credit battles happen all year long. In July, Blumenthal introduced the Fuel Cell and Hydrogen Infrastructure Act of 2014, which never got out of the Finance Committee.
