Recharge Wrap-up: Control Tesla Model S from your wrist, NASCAR's E15 milestone

Tesla Model S owners can now control their car with Android Wear. A new, free app for the Android wrist devices, called Tesla Command, allows the user to control car functions such as the locks, horn, and sunroof from outside the vehicle. The developer promises more features are coming soon. Watch the video below for a demonstration, or head over to 9 to 5 Google to read more. NASCAR drivers have raced 6 million miles on E15 fuel. The stock car series reached the milestone on July 20 at Indianapolis Motor Speedway. NASCAR has been using Sunoco Green E15 gasoline since the start of the 2011 season, which the group credits with increasing horsepower and reducing emissions. The US Department of Energy notably approved the 15-percent corn ethanol blend after 6 million miles of testing. Read more at Domestic Fuel. The Pennsylvania Department of Environmental Protection has decided to continue its incentive program for alternative fuel vehicles. Buyers of electric vehicles and plug-in hybrids with batteries larger than 10 kWh will continue to get a $2,000 rebate (until December 31 or until 500 are sold, whichever comes first). Various EVs with batteries less than 10 kWh, as well as natural gas, propane and hydrogen-powered cars, will get $1,000 back. Electric motorcycles and scooters are offered a $500 rebate. Get more details at ABC 27. Toyota subsidiary Primearth EV Energy is set to expand production of nickel metal hydride batteries for hybrid cars. Due to high demand, production capacity will ramp up from 300,000 to provide batteries for 500,000 vehicles at its Miyagi prefecture plant. The company eventually plans to be able to produce batteries for 1.4 million hybrids per year. U.S. and Toyota Reach Settlement Over Safety Problems Disclosure

The U.S. has reached a $1.2 billion settlement with Toyota Motor Corp., concluding a four-year criminal investigation into the Japanese automaker's disclosure of safety problems, according to a person close to the investigation. Attorney General Eric Holder, Transportation Secretary Anthony Foxx and U.S. Attorney for the Southern District of New York, Preet Bharara, were announcing the settlement Wednesday morning, said the official, who spoke on condition of anonymity because the official was not authorized to discuss the settlement on the record before the announcement. The criminal investigation focused on whether Toyota was forthright in reporting problems related to unintended acceleration troubles. Starting in 2009, Toyota issued massive recalls, mostly in the U.S., totaling more than 10 million vehicles for various problems including faulty brakes, gas pedals and floor mats. From 2010 through 2012, Toyota Motor Corp. paid fines totaling more than $66 million for delays in reporting unintended acceleration problems. The National Highway Traffic Safety Administration never found defects in electronics or software in Toyota cars, which had been targeted as a possible cause. The settlement continues a string of bad publicity for Toyota, which before the unintended acceleration cases had a bulletproof image of reliability. Since the cases surfaced, the company's brand image has been damaged and it has lost U.S. market share as competition has intensified. Last year, Toyota agreed to pay more than $1 billion to resolve hundreds of lawsuits claiming that owners of its cars suffered economic losses because of the recalls. But that settlement did not include wrongful death and injury lawsuits that have been consolidated in California state and federal courts. In December, Toyota filed court papers after a four-year legal battle saying that it's in settlement talks on nearly 400 U.S. lawsuits, but other cases aren't included in the talks.

Scion FR-S Convertible (in Toyota GT86 form) spied in South Africa

Though the eventual existence of a convertible version of the Toyota GT86 (and its Scion FR-S and Subaru BRZ versions for America) is a no-brainer, we've yet to get a glimpse of the real-deal car until now.
Spotted in Cape Town, South Africa, of all places, this completely undisguised GT86 convertible seems to be in a remarkably advanced state of development. The image seen here was obviously sniped from quite a distance and without the aid of a powerful lens, but we can still make out a production-ready looking piece of rear bodywork for the convertible top to hide away in, as well as a functioning trunk lid. It's hard to make out with any certainty, based on this evidence, but there does seem to be space retained behind the front seats for two, small rear chairs.
With the first car spotted, we'd expect to seem some more and better images of it flow through in the near future, and if not, Toyota has already confirmed a concept version for next month's Geneva Motor Show, dubbed FT-86 Open, so stay tuned.
