Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

The Toyota GT86 Shooting Brake Concept is real

As a two-door wagon the shooting brake exists at the unusual but captivating intersection between practicality and sportiness. This Toyota GT86 Shooting Brake Concept is no different – it's a standard GT86, with no mechanical alterations save the grafted-on wagonette roof and hatch. It's fully functional, too, having turned some laps on Toyota's test tracks. It even has the blessing of Tetsuya Tada, the father of the Toyota 86 and its Subaru BRZ and (now rebadged) Scion FR-S, who's been protective of the original GT86 concept to the point of strenuously resisting any serious power upgrades. This isn't the first shooting brake concept we've seen from the Toyobaru twins, but it's the first Toyota-badged one. Subaru brought the Cross Sport Design Concept to the 2013 Tokyo Motor Show. So how did the GT86 Shooting Brake Concept happen? The story, as Toyota tells it, involves the company's Australian design team. They created a 1/4-scale clay model of the shooting brake, and showed it to Tada when he visited in late 2014. He was so impressed, Toyota says, that he had his hand-picked craftsman in Japan bring the idea to full-scale fruition. The Australian design team, in the outdoor-loving spirit of their country, immediately thought that the longer roof would be perfect for carrying surfboards and other unwieldy sports equipment. And it would be. Meanwhile, Tada and the rest of the Toyota corporation want to tamp down expectations. It's a design study, the company says, and it's just "testing the waters." Toyota won't rule anything out, and Mazda recently surprised everyone with the MX-5 RF's unusual and attractive targa model. Maybe in a world where Mazda felt confident enough to introduce the RF, Toyota can be daring enough to bring a sporty wagon to the masses. We can hope, and maybe if we all make enough noise together Toyota will make it a reality. 2014 Toyota Highlander to start at $30,075*

We now have pricing for Toyota's redesigned 2014 Highlander, which is seeing moderate price hikes across the board. Prices for the popular crossover have been bumped from less than 1 percent to less than 3 percent on lower-end models (anywhere from $125 to $890, depending on trim). Toyota has increased prices on higher-end XLE and Limited models more substantially - between 4.1 and 4.5 percent ($1,480 to $1,700). The Highlander Hybrid sees its price increase 2 percent ($930). The new model will be available in four different trims and with either front or all-wheel drive.
The absolute cheapest member of the Highlander range, the base LE, with a four-cylinder and front-wheel drive starts at $30,075, an increase of just $195. The LE is also available with a V6 and all-wheel drive, with the bigger engine upping the price to $31,380. All-wheel drive models start at $32,840. A slightly pricier LE Plus starts at $33,600 for a V6 FWD model and $35,060 if you add all-wheel drive.
Next up, we have the XLE, which starts at $36,900 for FWD models and moves up to $38,360 for AWD. The top-tier Limited model starts at $40,500 in FWD spec, grips-at-all-fours versions will retail for $41,960. For those that want the very top of the Highlander range, there's the Platinum Pack, which adds the Driver's Tech Pack (adaptive cruise control, pre-collision warning, lane departure warning and automatic high beams), a panoramic moonroof, heated steering wheel and heated second-row seats to the already well-equipped Limited model. Highlander Platinums start at $42,990 and $44,450, depending on how many tires are doing the work. (Note: All prices include an $860 destination and handling charge.)
