Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

5,000 Toyota Prius V models recalled due to airbag issue

Toyota has issued a recall of roughly 5,000 Prius V hybrids. All of the affected vehicles are from model years 2014 and 2015. The problem with the hybrid MPVs centers on its Occupant Classification System. According to the company, the OCS is responsible for activating and deactivating the passenger's side airbag, and in the affected models, the system may not have been calibrated correctly. Should a crash occur, the passenger front airbag may not deploy. The company reports there have been no injuries or fatalities related to the OCS faulty calibration. Owner will be notified and will, naturally, be asked to report in for a free recalibration. TOYOTA RECALLS CERTAIN 2014-2015 MODEL YEAR PRIUS V VEHICLES TORRANCE, Calif. – Toyota Motor Sales, U.S.A., Inc., today announced plans to conduct a safety recall of approximately 5,000 Model Year 2014-2015 Prius V vehicles. In the involved vehicles, the front passenger seat is equipped with an Occupant Classification System (OCS), which activates / deactivates the passenger seat air bag system depending on the weight of the seat occupant. There is a possibility that some OCS's may not have been calibrated properly during the vehicle manufacturing process. Under some conditions, this could result in no deployment of an airbag, increasing the risk of an injury to a front seat passenger in the event of crash. Toyota is not aware of any injuries or fatalities caused by this condition. Owners of the involved vehicles will receive a notification by first class mail. Toyota Supra and BMW Z5 coming in 2018 from Austria

A German automaker and a Japanese one get together to jointly develop a new sports car. So where do they build it? In Austria, of course! This according to a newspaper based in Graz, where contract manufacturer Magna Steyr is also based. BMW and Toyota have reportedly been working on a joint sports car program for a while. Toyota's version is expected to revive the Supra name and spirit, while BMW's is to replace the aging Z4 roadster and potentially wear a Z5 badge. Details are still up in the air – or on tight lockdown – but we can expect both to feature six cylinders mounted up front, driving the rear wheels through a proper manual transmission. Now Kleine Zeitung reports that both versions will be built on their behalf by Magna Steyr, and that they'll launch in 2018. The contract manufacturer already builds the Mini Countryman and Paceman for the BMW Group, but the Paceman is being discontinued, and the next-generation Countryman is slated to be moved in-house – following the lead of the Porsche Boxster/Cayman and Aston Martin Rapide. Though the Graz facility still builds the Mercedes G-Class and is soon slated to begin manufacturing for Jaguar Land Rover, the Mini crossovers' departure leaves Steyr with leftover capacity. BMW intends to fill some of that with assembly of the 5 Series sedan, but the joint sports car project ought to fill in the rest. This would mark the first time that Magna Steyr would build a car for Toyota – or any Asian manufacturer for that matter, after a previous contract with Infiniti fell through. It wouldn't be the first time the two have collaborated, though: the Kleine Zeitung report indicates that the FT86 Open concept (in the gallery below) was built by the Austrian workshop, which has expertise in crafting convertibles as well. Steyr has done the roof assemblies for the Mercedes SLK and Opel Astra TwinTop, as well as complete production of the Porsche Boxster and Saab 9-3 Convertible, to name just a few. Expect BMW's version to offer some sort of folding roof mechanism, but it's too early to speculate on the prospect of a convertible Supra.
