China fines Toyota $12.5 million over Lexus price-fixing

BEIJING — China's market regulator on Friday has fined Japanese carmaker Toyota Motor 87.6 million yuan ($12.5 million) for price-fixing on its premium Lexus cars in eastern Jiangsu province, according to a document on its website. The decision comes as China steps up regulation over auto sales in the world's biggest vehicle market, where more than 28 million cars were sold last year. The anti-monopoly bureau of State Administration for Market Regulation said that between 2015 and 2018, the Japanese carmaker set a minimum sales and resale price for its cars in coastal Jiangsu province, which deprived dealers of pricing autonomy and harmed customers' rights. Lexus also fixed sales strategies in the region over the period, including offering customers discounts while asking them to purchase accessories at fixed prices, a sales tactic usual among individual auto dealers in China but frowned upon for carmakers. A spokesman at Toyota, Lexus' parent firm, told Reuters the firm acknowledged the penalty and respects the decision. He did not comment further. China's auto sales are declining, but Lexus' sales keep growing. It sold 180,200 vehicles in the first 11 months this year, a 21% jump from a year earlier. In June, China's market regulator imposed an 162.8 million yuan fine on Ford Motor Co's joint venture with Changan Automobile Group for violating anti-monopoly law. Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Toyota will bring Lexus-based Platform 3.0 autonomous vehicle to CES

The Toyota Research Institute says it will bring its next-generation Platform 3.0 automated driving vehicle to CES next week, an autonomous test car that is notable for incorporating the sensors and cameras into the body, rather than as ungainly attachments, and with the spinning LIDAR rooftop sensor replaced by a more sleek panel of sensors. Platform 3.0 is built on a Lexus LS600hL. Toyota Research Institute says it enlisted CALTY Design Research in Ann Arbor, Mich. and engineers at Toyota's nearby North America R&D center to conceal the equipment. As a result, Platform 3.0 gets a new rooftop weather and temperature proof panel, which it says was inspired by off-road motorcycle helmets, integrated into the available space in the sunroof compartment to minimize height. It's also embellished with chrome trim along the side, where it meets the roofline, and the rear swoops down to integrate with the LS's contour lines. The team also managed to consolidate computational electronics and wiring into a small box in the trunk. Toyota says the Platform 3.0 is one of the most perceptive autonomous test vehicles on the road today, with a design makes the test vehicle easy to build at scale. It gets a Luminar LIDAR system boasting a 200-meter, 360-degree range (the previous version only tracked the forward direction), enabled by four high-res LIDAR scanning heads that help it better see dark objects. Shorter-range LIDAR sensors feature low on all four sides of the vehicle, one on each front quarter panel and on the front and rear bumpers, to detect low-level and smaller objects, like children or road debris. Production begins this spring at the Toyota Motor North America R&D headquarters at low volumes to allow for flexibility, given the rapid rate of development of Toyota's autonomous test platforms.
