Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. 2013 Toyota RAV4 earns 'poor' rating in IIHS small overlap crash test [w/video]

When the Insurance Institute for Highway Safety tested a batch of SUVs in its small overlap frontal crash test earlier this year, it held off on putting the Toyota RAV4 in the blender because the new, 2013 model was due to arrive shortly after the test. The new crossover might be better than it was before, but it could still only manage a rating of "Poor" in the test that has been a bugbear for a number of manufacturers.
Among other issues, the IIHS noted that the steering column moved seven inches to the right causing the crash test dummy to practically miss the airbag, the dummy's left foot was trapped in deformed sheetmetal and the dummy's head hit the instrument panel.
The 2013 RAV4 earned the Top Safety Pick rating by scoring well in the Institute's four other tests. A good score in this particular test would have earned it the Top Safety Pick+ rating that is so far only claimed by the 2014 Subaru Forester and 2013 Mitsubishi Outlander Sport in the SUV category. Toyota Camry could lose No. 1 sedan spot next year [w/video]

Eleven months after Toyota claimed the 2012 sales crown a couple of months early thanks to the Camry, the headlines this year have been quite a bit different to last. Even though the Camry remains the best selling car so far in 2013 and its volume has increased year-on-year, it has lost market share due to the 20-percent sales explosion in the midsize segment. That means people are buying more of the competitor offerings like the Honda Accord, Nissan Altima and Ford Fusion - the Altima, in fact, outsold the Camry by 100 units in March.
In July it was reported that Toyota was upping Camry incentives and fleet sales to keep its lead and that dealer inventory was climbing as, again, competitors got better at fighting the champion. In August Ford doubled down on production of the Fusion, adding a line in Flat Rock, MI to keep up with demand.
Bloomberg has a report looking at the numbers behind the Camry's dominance, as well as what appears to be a recorded group interview with Toyota USA CEO Jim Lentz, and wonders aloud whether the Camry will be able to hold its top spot in 2014. Barring catastrophe it has this year locked up, being more than 30,000 sales ahead of the next-best seller as of the end of August, but it has done so with higher incentives and lower transaction prices than its competitors. According to Strategic Vision the Camry's consideration rate among consumers has also declined by a percentage point, while the consideration rate for the Accord and Fusion has increased by one point and two points, respectively.
