Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. 2014 Toyota Corolla gets marginal IIHS small overlap crash test score [w/video]

Toyota may have performed some major surgery on the 2014 Corolla, but that hasn't helped the Japanese automaker overcome tough new crash test procedures. The Corolla, Toyota's bread-and-butter compact sedan, managed only a Marginal score on the new small overlap crash test, which was just added last year.
Despite the low score, the Corolla performed well in the moderate overlap front, side, rollover and rear testing, which was enough to score it a 2013 Top Safety Pick. In testing in August, six of the Corolla's competitors earned the Top Safety Pick + award, for good or acceptable scores across the board.
According to the Insurance Institute for Highway Safety, the Corolla's "Marginal" score was down to an "intruding structure," that could cause injuries to the lower left leg. There was also concern that in a collision, the driver's head would move after hitting the air bag, and collide with the A-pillar or dash.

Toyota/Mazda factory will reportedly be in Alabama or North Carolina

The Toyota/Mazda factory sweepstakes appear to be nearing a conclusion as Bloomberg and Automotive News are reporting the location has been narrowed down to either North Carolina or Alabama. The joint venture plant worth $1.6 billion would add 4,000 jobs to whichever state lands it. To even be considered, Toyota and Mazda have reportedly sought a $1 billion incentive package from interested states in the form of tax breaks and other support. At least 15 states had apparently been jockeying for the factory, including Mississippi, Illinois, Michigan, Ohio, Indiana, Texas and South Carolina. Toyota presently has an engine factory near Huntsville, Ala. The state is also currently home to Honda, Hyundai and Mercedes-Benz assembly plants. North Carolina currently does not have a car manufacturing plant. This would also represent Mazda's return to American manufacturing, as its present lineup of cars and crossovers is produced in Japan.
