California to stop buying GM, Toyota and Fiat Chrysler vehicles over emissions fight

WASHINGTON — California said on Monday it will halt all purchases of new vehicles for state government fleets from GM, Toyota and Fiat Chrysler and other automakers backing President Donald Trump in a battle to strip the state of authority to regulate tailpipe emissions. Between 2016 and 2018, California purchased $58.6 million in vehicles from General Motors, $55.8 million from Fiat Chrysler Automobiles, $10.6 million from Toyota Motor and $9 million from Nissan. Last month, GM, Toyota, Fiat Chrysler and members of the Global Automakers trade association backed the Trump administration's effort to bar California from setting tailpipe standards, which are more rigid than Washington's proposed national standards. The automakers declined or did not immediately comment on California's announced ban on purchases of their vehicles. Starting in January, the state will only buy from automakers that recognize California's legal authority to set emissions standards. Those automakers include Ford, Honda, BMW AG and Volkswagen AG, which struck a deal with California in July to follow revised state vehicle emissions standards. "Car makers that have chosen to be on the wrong side of history will be on the losing end of CaliforniaÂ’s buying power," California Governor Gavin Newsom said in a statement. California purchased $69.2 million in vehicles from Ford over the three-year-period, $565,000 from Honda and none from the German automakers. The state also disclosed it will immediately no longer allow state agencies to buy sedans powered by an internal combustion engine, with exemptions for certain public safety vehicles. California's vehicle rules have been adopted by 13 other states. On Friday, California and 22 other U.S. states challenged the Trump administration's decision to revoke California's legal authority to set vehicle tailpipe emissions rules and require a rising number of zero emission vehicles (ZEV). The move follows a separate lawsuit filed in September by the states against the National Highway Traffic Safety Administration seeking to undo a parallel determination. In August 2018, the Trump administration proposed freezing fuel efficiency requirements at 2020 levels through 2026, reversing planned 5% annual increases. The Trump administrationÂ’s final requirements are expected in the coming months and are set to modestly boost fuel efficiency versus the initial proposal, with several automakers anticipating annual increases of about 1.5%.

The phenomenon was big enough to make news in 2006, then in 2008, in 2011, in 2012, in 2013, and again last year: a big move in gas prices means a big move in alternative-fuel-vehicle sales. True Car's TrueSavings report, which averages transaction prices across the country to figure out what people are paying compared to MSRP, shows that electric cars and hybrids are ripe for excellent savings right now. The Ford Focus Electric presents the greatest disparity, with the average transaction price of $25,168 representing a 16.1-percent saving off its $29,995 MSRP. The Kia Optima Hybrid and Toyota Prius also snagged spots in the top five, with the Kia offering a 10.7-percent discount and the Toyota a 10.1-percent discount. One hybrid managed to show up among the top five lease offers, too: the Lincoln MKZ Hybrid is just $315 a month for 36 months after $3,875 down in some markets. The 2019 Chicago Auto Show features an array of heavy-duty trucks, smaller trucks, other kinds of trucks, and well, more trucks. That means new versions of the 2020 Chevy Silverado Heavy Duty and 2020 Ford F-150 Super Duty, a refreshed 2020 Toyota Tacoma and a trick tailgate on the 2019 Ram 1500. Sound a little crazy? Morgan Stanley research says 68 percent of passenger vehicles sold in the United States last year were classified as light trucks. So actually, bring on the trucks! Here's some impressions on the Chicago reveals, plus our take on the 2020 Subaru Legacy sedan. — Toyota updated the 2020 Tacoma with some light but useful enhancements. An improved infotainment has new audio features and larger screens. The grilles and wheels are different, but nothing drastic. Toyota still offers nice differentiation across the Tacoma lineup, and the design tweaks are subtle but thoughtful. Toyota tends to stretch out the Tacoma's generations, so it's wise to keep modifying and iterating to keep pace in this competitive segment. — Staying with Toyota, the Land Cruiser Heritage Edition is a legit special model that fans of this historic nameplate will appreciate. An anchor of the Toyota line in the United States since 1958, the Land Cruiser's roots date to Toyota's 1951 BJ Series military vehicle. A new gas-fed V8 that serves as the entry point is one of the highlights, and the 6.6-liter mill makes 401 hp and 464 lb-ft, up significantly over the old 6.0-liter. There's also a new Allison 10-speed transmission teaming with the Duramax diesel to achieve that lofty max towing figure. With an updated trailering system and a larger cabin, the Silverado HD range is comprehensively remade to fight Ram and Ford. — The 2020 Ford Super Duty is also redone, and like the Chevy line, it gets a new gas V8 checking in at 7.3 liters.
