Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Recharge Wrap-up: New and old Audis get greener, as does US electricity

Audi has made environmental improvements to the its TT while boosting performance. The new TT sees an 11-percent reduction in emissions, and up to 14 percent more power. Audi says that each TT will save around 5.5 metric tons of greenhouse gas emissions over its lifecycle. Speaking of greening up Audis, Al Swackhammer of Washington converted his 1960 Audi DKW 1000S to run on electric power. Swackhammer first fell in love with the Audi Ur-Quattro, became an enthusiast of Audi and Volkswagen cars, and has owned nothing else ever since. With his DKW, he combined his passion for the classic car with his responsibility to the environment. "I am pleased that I did this project," says the happy owner, "and I enjoy driving it very dearly." Meet the man and his beloved electric Audi DKW in the video below. Toyota has chosen a sustainable design firm, Corgan, as the lead architect for its new North American headquarters. The new campus will be built in Plano, TX, and will be the workplace of about 4,000 Toyota employees. Corgan, who has already done 47 LEED certified projects, is already designing a temporary office for the site while it finishes the project. The Federal Energy Regulatory Commission's Office of Energy Projects' newest "Energy Infrastructure Update" report says new electric generation put into service last month came from wind (379 megawatts), solar (21 megawatts) and hydro (5 megawatts). So far this year, 53 percent of new energy generation capacity has come from various renewable sources, and none from coal or nuclear. Currently, renewable energy accounts for 16.3 percent of the US electric generation capacity, providing about 14 percent of actual electricity. 2013 Toyota RAV4 earns 'poor' rating in IIHS small overlap crash test [w/video]

When the Insurance Institute for Highway Safety tested a batch of SUVs in its small overlap frontal crash test earlier this year, it held off on putting the Toyota RAV4 in the blender because the new, 2013 model was due to arrive shortly after the test. The new crossover might be better than it was before, but it could still only manage a rating of "Poor" in the test that has been a bugbear for a number of manufacturers.
Among other issues, the IIHS noted that the steering column moved seven inches to the right causing the crash test dummy to practically miss the airbag, the dummy's left foot was trapped in deformed sheetmetal and the dummy's head hit the instrument panel.
The 2013 RAV4 earned the Top Safety Pick rating by scoring well in the Institute's four other tests. A good score in this particular test would have earned it the Top Safety Pick+ rating that is so far only claimed by the 2014 Subaru Forester and 2013 Mitsubishi Outlander Sport in the SUV category.
