Recharge Wrap-up: Minnesota first to require biodiesel, maglev in Israel, Toyota FCV in Aspen

A new Minnesota law that requires biodiesel blends goes into effect in just a few days, says KELO. Diesel drivers in Minnesota will be pumping soybeans into their tank beginning July 1. Every year, diesel will be sold as a B10 blend (ten percent biofuel) from April through August, and will scale back to a cold-hardy B5 blend from September through March. The biofuel largely comes from soybean crops grown within Minnesota, and the biodiesel industry pumps more than $900 million into the state economy every year. According to the National Biodiesel Board, using the B10 and B5 blends will reduce greenhouse gas emissions by 1,342,000,000 pounds every year. Minnesota is the first state to require diesel to be sold as a biofuel blend. In Japan, Isuzu Motors and Japanese biotech venture Euglena are teaming up to create biodiesel using algae, according to Bloomberg Businessweek. The goal is to create a new type of fuel that doesn't need to be mixed with light oil to be used in engines. "As long as we use light oil for diesel engines, emissions of carbon dioxide are inevitable," says Isuzu president Susumu Hosoi. Euglena has also been using algae to develop jet fuel with airline operator ANA Holdings. Isuzu and Euglena hope to have the new biodiesel developed by 2018. Aerial maglev transportation is coming to the campus of a defense contractor in Tel Aviv, Israel, Wired reports. The SkyTran personal rapid transit system uses small pods on an elevated magnetic track to move people from place to place. The pilot program will see SkyTran come to the corporate campus of Israel Aerospace Industries as soon as next year. The pods are hailed by phone, and carry passengers along the magnetic rail system at speeds of up to 44 miles per hour. The passive magnetic system levitates the pod attachment a centimeter above the rails, while a burst of electricity propels the pod forward. If the test at the campus goes well, SkyTran could spread to Tel Aviv at large, moving up to 12,000 people per track per hour with top speeds of 150 mph. The pre-production prototype of the Toyota FCV will make its North American debut at the 2014 Aspen Ideas Festival on Friday, June 27. The hydrogen car's finished exterior was revealed in Japan on Wednesday along with its nearly $70,000 price tag. It will go on sale in Japan by April of next year, and will come to Europe and California in the summer of 2015.

Just like Hyundai did with its Tucson fuel cell, Toyota is offering free hydrogen fuel with the $57,500 Mirai H2 sedan. Toyota is being a bit vague about the details, saying simply that Mirai drivers will get, "complimentary hydrogen fuel for up to three years." Turns out, the reason that the hydrogen avant-garde will not be paying anything at the pump isn't because the automakers want to give them a boost or because the OEMs are kind. At an in-depth hydrogen seminar this week as part of the Mirai preview, three representatives from various hydrogen organizations revealed that the current hydrogen stations (most of which are in California) are not set up to accurately measure the hydrogen that is dispensed. Without this little bit of information, you can't charge customers for the fuel they use. Toyota is well aware of this, and Toyota Motor Sales' national manager of environmental, safety and quality communications, John Hanson, said that, "There are no set standards, so there is no way to charge people for anything." Alberto Ayala, the deputy executive officer for the California Air Resources Board, said CARB is in the middle of developing a way to sell a given amount of hydrogen, "which up to this point doesn't exist. If you think about it, it's a real simple yet real practical challenge. If you're going to pay for X amount of hydrogen, you're actually getting that amount of hydrogen." Ayala said it's not a difficult technical problem to measure the hydrogen as it goes into the car, but "we just have not done it. We are at a point where we are solving multiple remaining questions [with hydrogen infrastructure], and that just happens to be one of them." The National Institute of Standards and Technology says that there has been a discussion to change the current tolerance of two percent up to 10 or 20 percent, but that new technology should be able to measure accurately to within one percent. Air Liquide is working with Toyota to launch the Mirai in the US and Air Liquide CEO Ole Hofelmann told AutoblogGreen that being able to charge customers will be key to the technology's success. "We need to make sure we accurately measure the gas," he said.

After a week away testing vehicles for Autoblog's Tech of the Year award, we're back in the office to recap the week in automotive news. [00:00:30] One of the things you might have missed was Consumer Reports pulling its recommendation of Tesla's Model S sedan. The blemish for Tesla comes after a tally of reviews from customer surveys. The most common problem areas for the Model S as cited by survey takers included: the drivetrain, power equipment, charging equipment, body and sunroof squeaks, rattles, and leaks. So lots of stuff. Though they could not ignore a score of "worse-than-average", Consumer Reports still [00:01:00] highlighted the fact that the Model S was "the best performing car" they've ever tested. Telsa CEO Elon Musk took to social media to defend his sedans saying: "Consumer Reports reliability survey includes a lot of early production cars. Already addressed in new cars." And, "Tesla gets top rating of any company in service. Most important, CR says 97% of owners expect their next car to be a Tesla (the acid test)." In Financial news, Volkswagen took a hit and reported an operating loss of [00:01:30] $3.84 billion. This is the first such loss for VW in 15 years. Toyota reclaimed the crown as the world's largest automaker as well. It's important that it's not all doom and gloom for VW though in Q3. Sales revenues were up and the company's automotive division boasts $30 billion dollars in liquid assets. It's a sizable war chest that will no doubt come in handy, as the company has yet to feel the full brunt of the diesel emissions scandal. Good news for gear heads. The US copyright office [00:02:00] ruled in favor of mechanics and car owners by granting an exception to existing copyright law. The law was originally meant to prevent software pirating and bootlegging of Hollywood movies.
