Recharge Wrap-up: Mazda, Toyota earn environmental awards

Electric mobility nonprofit Drive Oregon has launched a campaign to invite the electric car industry to perform testing in the state. The campaign tells companies to, "Test Drive the Future in the Living Lab," citing Oregon's density of EV owners and charging infrastructure, varied terrain and climate, funding opportunities, and the state's technological reputation as the "Silicon Forest." Plus, as Drive Oregon Executive Director Jeff Allen, points out, "if you really screw things up here, it doesn't make as much noise as it would in California." Mazda's new paint system has won the Prime Minister's Award in the category of Manufacturing and Production Process at the 6th Monodzukuri Nippon Grand Award ceremony. Mazda's Aqua-tech paint system significantly reduces emissions of volatile organic compounds (VOCs) and CO2. The Aqua-tech system uses a water-based color basecoat and a urethane clear coat to reduce VOC emissions by 57 percent. It consolidates the painting process and reduces energy in paint-booth air-conditioning and flash-off processes to reduce energy consumption. The Toyota Mirai has received a 2015 Environmental Award from Austrian automobile club ARBO. The hydrogen fuel cell car took the prize in the category of Current Innovative Environmental Technologies. "At Toyota, we believe that various technologies will co-exist, ranging from EVs to hybrids to the most innovative of all, the fuel cell car," says Gerald Killmann, Vice President R&D of Toyota Motor Europe, in a comment thanking ARBO. "Mirai is a core component of Toyota's vision for a sustainable mobility society, one that allows us all to move freely in comfort and safety in an environmentally friendly, sustainable manner." This Award was received during a gala ceremony held yesterday in Vienna, where the Toyota Mirai was awarded in the category of "Current Innovative Environmental Technologies" . Toyota hydrogen vehicle visits CES, on sale in US in 2015

If there was ever any doubt that Toyota loves hydrogen vehicles, just listen to some of what Bob Carter, senior vice president of automotive operations for Toyota Motor Sales, USA, said today at the Consumer Electronics Show (CES) in Las Vegas: "Fuel cell electric vehicles will be in our future sooner than many people believe, and in much greater numbers than anyone expected." "Hydrogen works beautifully with oxygen to create water and electricity and nothing more." "This [hydrogen] infrastructure thing is going to happen." "I believe what I'm going to tell you about today is going to change our world." Sounds like love is in the air. In all seriousness, Toyota is incredibly bullish on the future of hydrogen as a part of the automotive landscape, and is now gearing up for the 2015 launch of its hydrogen sedan. The concept version of the car was shown for the first time at the Tokyo Motor Show last fall and is making its North American debut at CES today, alongside the still-under-camo engineering prototype. The reasons for Toyota's hydrogen confidence? The debut vehicle is supposed to be a "reasonably priced" car that has a range of 300 miles and a refueling time of about five minutes. Carter highlighted the engineering work that Toyota has done over the past decades to get the fuel cell system downsized while upping power output to over 100 kW. He also said the vehicle will have carry enough energy to power a house for a week, so company engineers are working on an export power supply device. The H2 Toyota sedan will start sales in California (the only state in the US where there are currently any hydrogen stations) next year. The automaker is working with the University of California Irvine's Advanced Power and Energy Program (APEP) to figure out where to build the next series of public hydrogen fueling stations. Today there are ten, but the model Toyota is using "is based on the assumption that owners want to reach a refueling station within 6-minutes" and shows that 68 stations would be able to serve around 10,000 hydrogen vehicles. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
