Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Toyota investing $200M in Southern manufacturing

Over the past two years, Toyota has invested more than $2 billion at its North American production facilities, and it apparently doesn't plan on stopping there. To keep up with recent strong sales, Toyota is investing an additional $200 million at its engine plants in the Southern US to increase production capacity of its V6 engines.
The bulk of this money ($150 million) will go to expand Toyota's engine plant in Huntsville, AL, which is currently responsible for supplying engines - four-cylinder, V6 and V8 - to eight of Toyota's 12 domestically produced vehicles. That includes the best-selling Toyota Camry (shown above).
Toyota didn't say exactly what improvements are being made to the plant, but this follows last year's $80 million investment in the plant that is set to be completed by next year raising the engine capacity to 750,000 annual units including 362,000 V6s. The remaining $50 million will go to the casting plants of Toyota-owned Bodine Aluminum in Missouri and Tennessee, which supply engine blocks and cylinder heads to the Huntsville engine plant as well as others in Kentucky and West Virginia. Toyota plotting WRC-inspired Yaris hot hatch

The emergence of the new Honda Civic Type R goes to show that the Japanese can make hot hatches every bit as good as the Europeans. But though it's been a while since Toyota had a serious contender in the game, word has it that it's about to jump back in. The impetus for Toyota's (re-)entry into the hot hatch segment is its impending return to the World Rally Championship. The company announced just a couple of months ago its intention to run a Yaris-based (or at least -styled) rally machine in the WRC by 2017, and now the latest reports indicate a road-going version won't be too far behind. Though the competition-spec model is expected to pack a 1.6-liter turbo four built by Toyota Motorsport GmbH specifically to comply with FIA regulations, the street-legal Yaris hot hatch is tipped to carry the 2.0-liter turbo four from the Lexus NX 200t. Though the jury's still out, it'd likely stick with front-drive instead of a more complex all-wheel drive system, but with a six-speed manual and a limited slip differential, it has all the potential to be a real firecracker. Only a limited number will likely be offered, ostensibly to meet FIA homologation requirement – in the same vein as the Citroen DS3 Racing or the Volkswagen Polo WRC Street – and likely to carry a similarly premium price tag in the neighborhood of 34,000 euros. We'd be pleasantly surprised if any of them were to make it to North American showrooms, though.
